The Administrative Inspection of the Ministry of Public Administration seized complete documentation from the Municipality of Budva, its services and secretariats, and the employment, contracts and diplomas of officials from previous years were under scrutiny.
"Vijestima" is in the Ministry of Public Administration, headed by Marash Dukaj, confirmed that the Administrative Inspection is conducting supervision based on several initiatives submitted to both that government department and the inspection, without revealing details.
On the eve of the holiday, several inspectors entered the Budva Municipality building and demanded that they be provided with all employment contracts from 2020, job systematization, and the Municipal Police came under particular attack due to the way that municipal service works and employment.
The Municipality did not respond to "Vijesti" about the reason, what specifically the administrative inspectors were looking for, or whether any irregularities were found.
The overly cumbersome and dysfunctional municipal administration, which has reached as many as 427 employees (according to official data from the Secretariat for Local Self-Government on the number of employees as of December 31, 2025), spends 11 million euros annually on salaries alone.
Administrative inspectors also came to Budva because of a series of initiatives submitted in the past year by a member of the Budva parliament from New Serbian Democracy and a member of that party's parliament in the Montenegrin parliament. Bojana Pican because the Municipality, despite repeatedly referring to the Law on Free Access to Information, has not submitted data on employment, diplomas of local officials and appointed directors of administration for a full year Nikola Jovanović.
In June last year, the Agency for Personal Data Protection and Free Access to Information issued a decision ordering the Municipality of Pićan to provide the data, but it did not do so.
Pićan submitted to "Vijesti" the initiatives she submitted, for which she did not receive a response from the Municipality, despite the Agency's decision.
"I kindly ask you to provide me, within the legal deadline, for the period from 2016 to the present, the records of the heads of local government bodies and services in accordance with Article 69 of the Law on Local Self-Government (including the acting status), the decision on their appointment, biographies, diplomas, certificates of nostrification (if they were obtained outside Montenegro) for the chief administrator, heads of local government bodies, assistants, chief city architect, manager of the Municipality, professional services, special services, the person in charge of the protection of property and legal interests, and others," she stated in the request dated February 24 last year, to which the Municipality remained silent.
Pićan also requested that she be provided with records and documentation on local officials for the period from 2016 to the present, including the Mayor, the President of the Municipal Assembly, the Deputy Mayors of the Municipality, the Secretary of the Assembly and the Chief Administrator - decisions on appointment, biographies, diplomas and certificates of recognition of foreign diplomas, if they were obtained outside Montenegro.
"I ask you to provide me with records, CVs, diplomas and certificates of recognition of foreign diplomas for all employees belonging to the categories of senior management, expert-management, expert and executive staff, who have been engaged from 2016 to the present. Also, for the period from 2016 to the present, please provide records of appointed responsible persons and their deputies, assistants, as well as their decisions on appointment, diplomas and certificates of recognition of foreign diplomas for the following institutions: RTV Budva, Public Institution Museums and Galleries Budva, Public Institution National Library Budva, Public Institution City Theatre, Parking Service, Mediterranean Advertising, Sports and Recreation Center, Mediterranean Sports Center, Funeral Services, Academy of Knowledge, Tourist Organization, Public Utility Company, Water Supply and Sewage, and Wastewater," states the Pićan initiative.
In mid-June last year, referring to the Law on Free Access to Information, she requested that she be provided with the Adopted Act on Job Systematization, all employment contracts based on the systematization acts, including all annexes and amendments, with special reference to contracts concluded in the period from October 1, 2024 to May 31, 2025.
There was no response to that initiative either.
She also unsuccessfully requested to be provided with a record of employees, with information on names, occupations and positions, along with supporting documentation (biographies, diplomas, certificates of recognition of foreign diplomas).
Ministry of Defense requests review of Municipal Police work
The Administrative Inspection is specifically checking the work of the Communal Police and the Communal Inspection, after the initiative was submitted ex officio by the Ministry of Defense, it was unofficially confirmed to "Vijesti".
Inspectors initiated supervision to determine whether members of the Municipal Police Service are acting and exercising public authority in accordance with the laws of Montenegro.
The Ministry of Defense filed the initiative after members of the Municipal Police initiated the procedure to remove a car belonging to the family of Minister Dragan Krapović, who did not have the authority to do so.
As we learn, documentation was requested on whether the Chief of the Municipal Police had the necessary and legally prescribed conditions to hold that position, whether the other employees who were involved in the action to remove Krapović's car had permanent employment, formal conditions for exercising public authority in accordance with the law, and whether the employees had licenses and whether they had passed professional exams.
A particularly interesting case is where advisors for management staff are hired in the Municipal Police, and the individuals hired have a permanent employment relationship with the Municipal Inspection, and have a monthly salary, and receive additional compensation for advisory services.
