The Parliament of Montenegro began searching for candidates to fill positions stipulated in the regulation on the systematization of its service in early March, and following the decisions of the parliamentary commission for testing knowledge, abilities, competencies and skills - some candidates could soon be employed in the highest legislative house.
On March 6, the Parliament published (public) advertisements for several positions, candidates were tested on April 17, and the commission determined the lists for the selection of candidates ten days later (April 27).
The decisions of the commission in which the applicants are ranked state that the head of the authority is obliged to make a decision on the selection of candidates within 10 days of receiving the list.
"Vijesti" announced at the beginning of February that the new Rulebook on the Organization and Systematization of the Parliamentary Service, which entered into force at the beginning of February, provides for the possibility of employing 388 people in the parliamentary administration, which represents a significant increase compared to the number of employees determined by the last act regulating that area, adopted in 2021. That document provided for the employment of 281 people - which means that the newly adopted act "opens" 107 positions.
This results from a comparison of this year's rulebook, which "Vijesti" had access to, and the document adopted at the end of July 2021. The "old" act provided for 192 jobs, with 281 employees, while the new one planned for 263 jobs, with 388 employees.
In the new regulation, signed by the Secretary General of the highest legislative chamber Boban Stanišić, it is stated that on January 23, 205 people were employed in the Parliament Service - of which 187 were permanent and 18 were temporary.
The Assembly last advertised on March 27th, seeking an assistant to the Secretary General. The assistant is appointed for a five-year term.
The new systematization stipulates that the Secretary General has three assistants, and the "old" systematization also provided for the same number. The new act also stipulates that the parliament will have three deputy secretaries general, instead of the previous two. According to the new document, the number of employees in the Secretary General's office could increase from nine to 12, as nine are planned instead of the previous six independent advisors.
In the advertisement of 6 March, the Assembly was also looking for an independent advisor III in the Office of the Secretary General. Five candidates met the requirements of the competition, and after testing their knowledge, the commission established a list of candidates on which two applicants, who scored 89 and 87 out of 100 points, respectively, were included.
Parliament, which governs Andrija Mandic (New Serbian Democracy), was also looking for an independent advisor III in the Secretariat of the Committee for the Political System, Judiciary and Administration (Sector for Support to the Legislative and Supervisory Function of the Assembly). Three candidates met the requirements of the call, and the commission established a list that included the candidate who, after testing, had 93 points out of a possible 100.
The new Rulebook on Systematization stipulates that the Secretariat of the Committee for the Political System, Judiciary and Administration will receive one more advisor, which would increase the number of employees from five to six.
The advertisement also sought one independent advisor III - for audio/video informatics in the Bureau for Broadcasting Sessions (Service for Media, Communications and Audiovisual Technology). One candidate, who is also on the list proposed by the commission, met the requirements of the competition.
The Assembly was also looking for two independent advisors III - for public relations in the Public Relations Bureau (Service for Media, Communications and Audiovisual Technologies). Eight candidates met the requirements, and the commission established a list that included two candidates who had the same number of points in the test - 71 out of 80.
The Media, Communications and Audiovisual Technology Service will be able to employ 34 people, according to the new systematization.
The Parliament also sought two independent advisors III - for educational work with children and youth in the Educational Center (Sector for Research, Documentation and Information Network). 10 candidates met the requirements of the advertisement, and after verification, the commission established a list of four candidates.
Through an advertisement, the highest legislative chamber also sought an independent advisor III - for protocol in the Protocol Department. Six candidates met the requirements, and after testing, the commission established a list of two, who achieved 84 and 81 points out of a possible 100. The new systematization envisages that the Protocol Department will be able to employ 19 people, compared to the previous 13 people.
The Assembly also sought three courier drivers in the Bureau of Logistics (Department of Public Procurement, Logistics and Maintenance) through a public advertisement on March 6. Three candidates met the requirements and passed the test.
The advertisement also sought a clerk in the Protocol Department. Two candidates met the requirements, and the commission established a list that included one of the two candidates.
The Parliament was also looking for a registrar in the Office (Department of Legal, Personnel and Administrative Affairs). Four candidates met the requirements of the advertisement, and one of them was proposed for the job.
Two clerks were also sought in the Library and Documentation Center and Archives (Parliamentary Institute). Six candidates met the requirements, and after verification, the commission proposed two. According to the new systematization, the Parliamentary Institute could have five more employees (an increase from 24 to 29).
The Bureau of Material Accounting (Department of Financial Affairs and Material Accounting) is looking for one executive. Two candidates met the requirements of the advertisement, of which one was proposed for the position after verification.
The Parliament was looking for one executive, a clerk in the Public Procurement Bureau (Department of Public Procurement, Logistics and Maintenance). Five candidates met the requirements of the advertisement, and after verification, the commission established a list of two, who achieved 73/80 and 61/80 points on the test, respectively.
That the parliament is ready to "cover the costs" of future employees is also shown by the Assembly's budget for this year, which amounts to 15.627.901 euros, which is over one million and 100 thousand more than last year's (14.493.505 euros).
Of the budget allocated for this year, almost eight million euros (7.951.911) is earmarked for the management and administration of the parliament - an increase of almost one million and 600 thousand euros compared to 2025 (6.356.741) for the same needs.
They claim that systematization is not automatic employment
Parliament told "Vijesti" in February that the goal of the new systematization is clear.
"The Assembly of Montenegro, organizationally, professionally and functionally, strives to reach the standards of the most developed parliaments of the European Union (EU) and the level of European institutions. This is not an unnecessary expense, but rather a long-term investment in the institutional strength of the state, because a strong parliament is not a luxury - it is the foundation of the rule of law and the European future of Montenegro," they stated.
The Parliament said at the time that systematization does not mean automatic employment, but rather the establishment of professional and organizational capacities that the parliament must have in order to be able to perform its legislative and oversight functions efficiently, monitor complex European processes, develop digital and analytical tools, strengthen transparency, and conduct intensive international cooperation.
