Last year, councilors in the Bar Municipal Assembly were paid a total of 149.608 euros for six sessions, the same number as the local assembly had in 2025. Some took the podium dozens of times, while some from the government and opposition were not heard, for which they certainly received several thousand or hundreds of euros.
The most active member last year was a councilor from the opposition Democratic Montenegro. Valentina Minic, who participated in the discussion or requested the procedure 95 times. Follow her Radomir Novaković from the opposition party Biram Bar with 71 participations in the discussion and procedure, while in third place is the PES councilor Darko Janković, who participated in the debate 39 times in a year.
Of the councilors of the parties that form the government in Bar, the most active was the head of the local parliament. Branislav Nenezić SD with 24 participants in the discussion and DPS councilor Vesna Drasković with 17 discussions and reports.
Although some councilors were active and "kept their word" at local assembly (LA) sessions, there are also those whose voices were not heard by citizens in parliament during 2025.
Such is the case with the DPS councilor. Almirom Cecunjaninom, who was paid 3.980 euros based on his council mandate last year. He is not the only silent DPS member, as neither did she participate in the discussion. Jelena Rovčanin who earned 5.273 euros.
Among the DPS councilors who did not "raise their voices" in the Bar Municipal Assembly last year are: Andrea Marstijepović with an income of 3.920 euros last year, Andrea Demirović which generated 3.940 euros in revenue and Adela Kalamperović who collected 3.980 euros in councilor compensation.
He was silent all last year and Vasilije Lalević (SDP), and also had the highest income of all councilors - 6.420 euros, of which 2.425 euros he earned from per diems for concluding a marriage.
The representative of the coalition SD did not participate in the discussion either. Srdjan Perkolic, who served as a councilor only in the first three months of 2025 and earned 862 euros on that basis, including per diems for marriage.
Even the opposition members did not fully exercise their right to have an opinion and participate in the work of the local Bar assembly because citizens could not hear a word from them. Lazar Macanović who earned 3.795 euros as a councilor. In that “club” is also Vasilisa Ćulafić (DNP) with the same earnings, and Vasilisa Ćulafić (PES) which generated 3.885 euros in revenue.
Drazen Vujosevic who replaced in front of PES Mark Stoiljkov in the last three months of 2025, he earned 723 euros, but did not speak in parliament during that time. This is also the case with Saherom Calendar from the Bosniak Party who was a councilor of that party from January to May last year and earned one and a half thousand euros. Aleksandar Mijović (URA) was also silent during his council term in the first three months of 2025, and he earned 700 euros.
According to last year's newspaper, the names of those who have been silent for a few years are being repeated because in 2024, active councilors Almir Cecunjanin, Andrea Demirović, Olivera Ćosović and Vasilisa Ćulafić did not speak out in the Bar local parliament.
"Vijesti" obtained the data through MANS's "Ask Institutions" platform, and it was provided by the Department for Parliamentary Affairs in the Bar Municipal Assembly. Councillors receive 300 euros each month as councillor's remuneration and 25 euros for attending sessions, which can sometimes last several days. They also earn their right to earn money through the working bodies of the Municipal Assembly, as well as through fees for concluding marriages that they attend as councillors.
Democrats most active
In addition to Minić, who participated in the discussion 95 times and received compensation of 3.885 euros for her councilor mandate, her party colleague Milan Neskovic participated 13 times with a compensation of 4.015 euros and Democrats Momcilo Leković who participated in the discussion 17 times, earning 3.775 euros. The figures show that three Democratic councilors participated 125 times, making them the most active party in the Bar assembly.
Active oppositionists were also from the party I Vote for Bar - I Vote for Montenegro, whose president Radomir Novaković Cakan participated in the debate 71 times and received compensation of 3.980 euros, and his colleague Milena Božović It participated in the work of the Bar Municipal Assembly 24 times with a compensation of 4.100 euros, so two councilors from this party spoke 95 times on the topic of daily agenda items.
Darko Janković raised the PES average with 39 participations and a fee of 4.050. His colleague Marko Stoiljkov participated only once and earned 3.027 euros last year, before being replaced in that position by the even more timid Vujošević.
Among the more active is Smiljana Vukicevic from the opposition coalition, and from the United Montenegro party, which participated in the work 26 times last year, she earned 3.875 euros.
From the opposition coalition URA, CIVIS, Albanian Alternative, out of the three councilors they have in the Bar parliament, Ferida Peročević participated in the discussion 23 times with a compensation of 3.955 euros, while Darko Pekić participated 28 times, and his fee was 3.230 euros. Miloš Rajović He only voted once from that coalition, and earned 3.775 euros.
The only councilor of the Movement for Change was also active. Aleksandar Lekić - participated in discussions 26 times last year with a compensation of 3.840 euros.
Leading the way in the coalition "For the Future of Bar" Branimir Lakicevic with 21 participations in the discussion and with a councilor's compensation of 4.135 euros. His coalition partner Rade Stanisavljevic participated only once, and earned 3.882 euros from his councilor position. Edina Dešić from the Bosniak Party participated in the discussion and procedure a total of six times, and her compensation for last year was 2.200 euros.
The government is mostly "resting"
In the largest ruling party - DPS, which has 12 councilors in the local assembly, in addition to colleagues who did not speak out even once, there were also ruling councilors who stood out in their activity.

Omer Vukic from the SPD, the coalition partner of the largest ruling party, was more active than some DPS councilors with seven participations in the discussion, and earned 4.148 euros last year from his councilor mandate.
Ammar Borancic, the vice president of the Bar Assembly, from the Liberal Party, participated nine times in the debate on daily items, and as a councilor he was entitled to compensation of 4.085 euros.
The first man in the local parliament, Branislav Nenezić (SD), who exercised his right to participate in the discussion 24 times, was not paid for it since he holds the position of the president of the assembly.
