The Government of Montenegro approved last week that the Parliament should redirect funds to provide salaries, special allowances and other benefits for the parliamentary representative at the Mission of Montenegro to the European Union (EU). Tijana Rosandić.

The Information on the Redirection of Funds, published on the executive branch's website, states that on March 30, the Parliament addressed them with a request to approve the aforementioned redirection, "in order to provide funds for salaries, special reimbursements of expenses and other income belonging to the appointed person during his work in the diplomatic and consular mission for the period from January 15 to December 31, 2026."

"And in accordance with the Annex to the Agreement on the appointment of an employee of the Parliament of Montenegro, for a fixed term in the Mission of Montenegro to the EU, headquartered in Brussels," the information reads.

The document does not specify the amount of funds that were redirected.

Rosandić was nominated for the position in the Mission to the EU by the Secretary General of the Parliament Boban Stanišić, whose Rosandić was an advisor for international affairs.

At the end of October, the Parliament responded to "Vijesti" that the engagement of the parliamentary representative in the Mission to the EU is part of the preparatory activities of the legislative chamber to obtain its national representative in the European Parliament upon the country's accession to the EU, planned for 2028, in accordance with the practice of member states.

This was stated by "Vijesti" in response to questions about what the parliamentary representative will do in the Mission, who she will communicate with, who she will receive instructions from, and whether this is a duplication of capacities, considering that Montenegro has a Head of Mission, who has deputies, advisors, secretaries...

The Assembly said at the time that Rosandić was proposed by the Secretary General of the Parliament, "taking into account her many years of work experience and the fact that since 2017 she has been covering the position of national coordinator for the European Parliament in the Assembly."

"Ms. Rosandić will work at the Mission in Brussels, and her primary goal will be to intensify communication with EU institutions, primarily with the European Parliament and the European Commission," the Assembly said.

As they added, Rosandić will particularly cooperate with the European Parliament secretariat and parliamentary groups, with a special emphasis on the representatives of that parliament for Montenegro and the region.

The Assembly also said that each EU member state has its own permanent national representative in the European Parliament, who maintains communication between that and the national legislative chamber.

"The Parliament of Montenegro is already systematically preparing for EU membership, with a clear goal of rising to the level of the most developed and efficient parliaments in Europe. The appointment of Ms. Rosandić represents an important step in that direction, as it contributes to strengthening institutional capacities, better communication with European institutions and a more active involvement of the Parliament in the process of parliamentary cooperation," they said.
