Journalist at the weekly "Monitor" Zoran Radulović responded to the allegations of the Minister of Defense Dragan Krapović from the reaction published yesterday in "Vijesti" under the title "State Secretary can refer to the party".
We publish Radulović's answer in its entirety:
"I have taken note of the criticism of the Minister of Defense and the Vice President of the Democrats, Krapović. I disagree."
Someone younger might be flattered by the fact that the minister took action and reacted to the text/statement of two journalists, having previously left it to his associate (“a politically delegated person appointed by the government”) to argue with a member of the Parliament of Montenegro. I think: in a highly inappropriate manner.
In the existing hierarchy of power, the government is subordinate to the parliament. The Minister of Defense and the Vice President of the Democrats, from whose reaction I understood that the two functions are inseparable, has shown us that he adheres to the hierarchy when he does not recognize unconditional obedience in the actions of his subordinates. But he does not mind that his associate, in the party and the government, in a document from the Ministry of Defense tells a representative of the legislative branch “the only thing that is sad is the fact that you are a representative”. Government officials should not talk to anyone in this way, least of all with elected representatives of the citizens. I do not find room for debate here.
What can be debated is the issue of the right of government officials to promote their political views through the communication of the state institutions they represent. And it is good that Dragan Krapović joined this debate, explaining the views of the party he represents. Obviously, it has been confirmed that there are insurmountable differences between the Minister and my little one in this field. Until, again, we find ourselves on the same, opposition, side.
Until then, Minister, we serve the people.”
