After 13 hours of work, the 31st regular session of the Tivat Municipal Assembly was adjourned the night before last after an insufficient number of councilors remained in the assembly hall to maintain a quorum. By then, the Assembly had managed to complete 16 of the 32 items on the agenda.
The bulk of the debate, more than six hours, was spent discussing the mayor's report. Željko Komnenović (The People Win) on the performance of functions and work of local government in 2025, which was ultimately adopted by a majority of 15 votes "for" to 13 votes "against".
The councilors then adopted the Work Program of the Municipal Assembly for 2026 and the Report on the Status of Spatial Planning of the Municipality of Tivat for 2025.
After a lengthy debate in which some councilors from the ruling majority expressed dissatisfaction with the constant increase in the tax burden on citizens in the last few years, the Parliament adopted by majority vote amendments to the Decision on Real Estate Tax, which increased the tax by 17,88 percent compared to the previous one.
Such an increase was achieved with a simultaneous reduction from 0,90 to 0,85 of the municipal corrective coefficient for determining the average market price of a square meter of a residential building, because the value of a square meter of residential space in Montenegro according to MONSTAT (which is included in the final calculation of tax liability) increased significantly last year and now amounts to 2.200 euros. As representatives of the Municipality's management said, in such a situation, in order to reduce the price impact of a drastic increase in real estate tax for its taxpayers, the Municipality resorted to an adequate reduction of its corrective coefficient. If it had not done so, as was heard, the tax would have increased by as much as 40 percent in 2026, instead of the current 17,88 percent.
However, even these explanations did not satisfy some of the councilors, so Ilija Janović (HGI) stated that since the implementation of the government in Tivat in 2021 until today, the tax burden that citizens pay on their real estate has increased by as much as 68 percent in cumulative amount.
The Parliament also adopted by majority vote the Study on the Use of Public Parking Lots. During the discussion, the councilors pointed out the growing problem of the lack of parking spaces and traffic jams in Tivat, especially during the tourist season. It was emphasized that some parking lots are already completely full in the morning hours, and that it is necessary to approach the development of new parking capacities in a planned and long-term manner.
The discussion highlighted the need to modernize the parking system, including software improvements, clearer marking of parking zones and information in multiple languages, to make it easier for users to use parking services. The problem of unclear horizontal signage and the need for markings to be visible immediately upon exiting the vehicle were also highlighted.
The new Price List of services of the municipal company Parking Servis Ltd. was adopted by a majority vote, drastically increasing parking prices in Tivat.
Parking service director Snežana Vukosavović, Novosel She stated that the focus is “on introducing new categories of users, especially for non-residents and tourist packages, modeled after European destinations.” She emphasized that the prices of monthly preferential tickets for Tivat citizens have not been changed, while the changes are mainly related to airport parking and special parking lots.
The Annual Work Program with the Financial Plan of the Parking Service for 2026 was also adopted, as well as decisions on the distribution of the municipal company's profits for 2023 and 2024, in which the profit in the amount of almost 310.000 euros was left to the company for investments in improving capacities and services.
By a majority vote, before the Assembly was left without a quorum, the councilors also adopted the annual report on the performance of municipal activities of the wastewater treatment plants (WWTP) for Tivat and Kotor for 2025, or the WTP work program for this year, and made a decision on the distribution of last year's profit of that joint enterprise of the municipalities of Tivat and Kotor.
