The initiative of the Democratic People's Party (DNP) to schedule a session of the Pljevlja Municipal Assembly to discuss the declaration on the annulment and non-recognition of the decision to recognize Kosovo's independence has so far been signed by five out of ten councilors of the New Serbian Democracy (NSD), despite the position of the party leadership to wait for the effects of a similar initiative that was adopted in the Zeta Municipal Assembly.
According to unofficial information from "Vijesti", four NSD deputies supported the initiative.
In order for the initiative to enter the parliamentary procedure, it needs to be supported by at least 12 councilors. So far, in addition to four Nova councilors, two councilors from the Movement for Pljevlja, two DNP councilors, and former SNP councilor Ratko Pejović have also given their support, which means that the initiative currently has nine signatures.
At the end of May, the DNP launched a petition to hold a special session of the local parliament at which the councilors would consider a declaration on the annulment and non-recognition of the decision to recognize Kosovo's independence. The initiative's justification states that the decision of the former state authorities to recognize Kosovo was contrary to the will of the majority people in Montenegro, and especially the mood of the citizens of Pljevlja, and that the local parliament should take a clear political stance on the issue.
The president of the Pljevlja Municipal Committee of the NSD and MP Milan Lekić recently announced that his party will wait to see the "reach and concrete results" of the initiative to withdraw recognition of Kosovo in the Municipality of Zeta before making a decision on possible support for a similar initiative in Pljevlja. Lekić assessed that the practical consequences of the decision made in Zeta are not yet visible, stating that passengers with Kosovo documents and vehicles with Kosovo license plates continue to operate unhindered in that territory.
The document requires at least 18 votes from councilors to be adopted. The parliamentary majority in the Pljevlja parliament until recently had 23 representatives, but the Europe Now Movement (PES), which has three councilors, recently left the ruling coalition.
On the other hand, a negative attitude towards the initiative was expressed by an independent councilor Milomir Drobnjak, who pointed out that the local parliament is not competent for such matters.
"As a lawyer and legalist, I do not accept that the local parliament deals with issues that are under the exclusive jurisdiction of the Government. The gentlemen from the DNP were in the Government until recently and my question to them is: why did they not put this issue forward at one of the Government sessions? So, my opinion is that in this country everyone should do things within their jurisdiction and be responsible for the consequences of their actions, or inactions. whether it is political or legal responsibility," Drobnjak told the newspaper.
A key role in securing a majority could be played by NSD councilors, of whom there are ten, as well as the Democrats, who have four representatives.
The opposition Democratic Party of Socialists (DPS) believes that this is political populism and an attempt to divert attention from local problems. The head of the DPS councilors' club Marko Tošić He assessed that the initiative falls outside the scope of the local parliament's jurisdiction.
"This is pure and very transparent populism, with which the initiators primarily want to justify to their voters for six years of disinterest and silence on this topic while they were in the government," said Tošić.
Councilors in the Zeta Municipal Assembly recently voted on a declaration annulling the decision to recognize Kosovo in the territory of that municipality.
