Montenegrin Minister of European Affairs Maida Gorčević and French Minister for Europe and Foreign Affairs Benjamin Haddad signed today a Memorandum of Understanding regarding a joint strategy aimed at raising awareness about the enlargement of the European Union (EU).
The memorandum was signed in the presence of French President Emmanuel Macron and Montenegrin Prime Minister Milojko Spajić.
Representatives of Montenegro and France signed several agreements and memorandums.
The contract for the design and construction of the new University Clinical Center of Montenegro (KCCG) in Podgorica was signed by the Minister of Public Works Majda Adžović and Christophe Petty, Deputy General Director of Bouygues Bâtiment Internationel.
The Memorandum of Understanding for the development of the A2-2 section of the Adriatic-Ionian Road was signed by Milan Ljiljanić, General Manager of Monteput, and Benoit Lanž, Director of Development of Bouygues Travaux Public.
The annex to the Framework Agreement on a non-binding credit line between the French Development Agency and Montenegro and the confirmation of the second approved loan between the French Development Agency and Montenegro were also signed. The signatories are Novica Vuković, Minister of Finance of Montenegro, and Bertrand Valkener, Deputy Director General of the French Development Agency (AFD).
The tripartite partnership agreement was signed by Vladimir Ivanović, Executive Director of the Montenegrin Electricity Distribution System (CEDIS), Valkener and Sébastien Ruiz, General Manager of EDF IN.
After the signing, Macron said that the Western Balkan countries have a natural place in the EU, and that Montenegro has taken that path responsibly and decisively in recent years.
"I know you will continue to work hard. We will be there with you to finish all this," Macron said.
He said that today's visit is important for France and Montenegrin-French friendship.
"The agreements that have been signed, the discussions we have had, testify to the common will to further strengthen the partnership between Montenegro and France. I am particularly pleased with the agreement on cooperation in the construction of the new Clinical Center of Montenegro. Our cooperation is also intensive in the field of security and defense, and I am thinking of the two patrol ships that are being built in France," Macron said.
Spajić said that when he and Macron met in 2024, there weren't many French companies, nor was there much interest.
He said that the agreement signed last year had triggered an avalanche of interest in Montenegro.
He announced that contracts for helicopters will soon be signed.
"We have opened a range of cooperation that we could not even imagine a year ago," said Spajić.
