The Kolašin Municipal Assembly session was not held yesterday: The opposition denied a quorum

The session of the Kolašin Municipal Assembly was not held yesterday because there was no quorum required for its work. Such situations are not new, given that sessions have been interrupted before until a sufficient number of councilors from the ruling majority were provided. The opposition has provided the quorum several times so far, but the DPS–SD–Građani Councilors' Club announced yesterday that they will no longer resort to this practice.

Deputy Speaker of the Local Parliament Zoran Đurišić confirmed to Vijesti that the session was postponed due to lack of quorum, and that it was scheduled for Thursday at 10 am.

The agenda was to include the work report and financial report of DOO Komunalno Kolašin for 2025, then a decision on the coefficients and salaries of employees of DOO Parking servis Kolašin, as well as the statutes of DOO Vodovod i kanalizacija Kolašin and DOO Komunalno Kolašin.

The opposition announced that they have been suffering from ignorant and incorrect treatment for months, even though, as they claim, they have repeatedly shown responsibility towards citizens and, with their presence, ensured a quorum for the work of the Parliament and its committees.

Opposition councilors say they decided to deny a quorum for the start of the session in order to, as they say, send a message that responsibility and political dialogue cannot be assumed only when it suits the ruling majority. They recalled that the ruling majority, despite hours of attempts and gathering councilors, failed to secure a sufficient number of its representatives for the work of the local parliament.

The opposition also claims that the problem with the functioning of the Parliament lies in the crisis within the ruling majority, which, they say, calls into question its political legitimacy.

According to records up to January this year, out of 31 councilors in the Kolašin Municipal Assembly (MA), as many as 13, mostly from the ruling majority, have not taken the floor once in the past two years, or during 14 sessions of the local parliament. As many as 19 councilors have never proposed a decision, and amendments, apart from a few councilors from the government, have mostly been proposed by opposition councilors. 10 councilors were present at all 14 sessions of the MA, and two opposition councilors have been absent from the work of the local parliament almost continuously.
