The ruling majority barely secured a quorum, the opposition refused to "save" the session

On a second attempt and with many problems, the ruling majority in Kolašin barely managed to secure a quorum to vote on the decisions that were on the agenda of the Municipal Assembly (MA).

On the agenda, among other things, were the statutes of DOO Vodovod i kanalizacija and Komunalno, which needed to be harmonized with the new Law on Business Companies, as well as the Decision on determining coefficients for the salaries of employees in the Parking Service.

The session was originally scheduled for Wednesday, but there were not enough councilors in the hall for legitimate work, after the local opposition decided that they would no longer provide a quorum. The opposition movement Let's Build Kolašin reiterated that decision at today's session.

The councilors of that political entity left the assembly hall after the debate and before the vote, so the number of councilors from the ruling majority was not sufficient for a quorum, after which a break was taken. The decisions were voted on only when the presence of 16 councilors from the government was ensured.

Matija Bulatović from the Movement Together We Build Kolašin reminded of the problems the ruling majority has with ensuring a quorum.

"The ruling majority, although it has more than twenty councilors, often has a problem ensuring a quorum for the work of the Assembly. I must admit that this is a bit unusual for me, because with such a majority there should be no problem holding a session and ensuring smooth work. As for our councilors' club, we will no longer provide support in situations where it is necessary to ensure a quorum for holding sessions or the work of committees. The reason for this is that we have not seen any readiness on your part for any form of joint action or consideration of our proposals," said Bulatović.

He complained about the ruling majority's lack of understanding and unwillingness to reach an agreement with the opposition.

As Bulatović says, it has never been accepted for opposition representatives to head even one parliamentary committee, despite, as he claims, their significant contribution and constructiveness during their work in those bodies.

"During these four years, almost none of our proposals have been accepted. That is why we believe that you have every right to work as you think is right, but also the responsibility to ensure the functioning of the parliamentary majority yourself. I hope that in the future you will manage to ensure a quorum without problems, so that citizens do not have to wait for hours to find out whether the session will be held," said Bulatović.

Indirect criticism of the councilors' promptness and the fact that it was not possible to ensure a quorum the previous day was expressed by the director of Parking Service, Nikola Krneta.

Explaining the proposed coefficients for employees in that company, Krneta said that they are realistic and aligned with the responsibilities of employees, and that they were determined in accordance with the law and with the consent of the Ministry of Finance.

Krneta announced that the job vacancy has been closed and interviews with candidates for a total of 14 systematized positions are to follow. He stated that the Parking Service will operate in two shifts, with the support of employees at the automatic ramps, and that initially it will be necessary to provide additional assistance to citizens due to the new payment system.

He also announced that the closed parking lots with ramps are ready for trial operation, while technical details related to SMS billing still need to be finalized before the system begins full operation.

The councilors accepted the Report on the work of the Municipal Company, and the director Dušan Simović reiterated that the company is facing a shortage of workers in the cleaning sector. However, according to him, despite this problem, the company is doing everything to maintain the city in an optimal manner.

At the Municipal Assembly session, the resignation of councilor Nada Selić from the Europe Now Movement as president of the Committee for Spatial Planning and Communal Services and member of the Committee for Elections and Appointments was announced.

Vukoman Kojović (United Montenegro) was appointed to replace her as a member of the Committee for Selection and Appointments, while Aleksandar Milošević (Democrats) was appointed as the chairman of the Committee for Spatial Planning and Communal Activities.
