Upheaval: Our goal is the functionality of the city, and PES's goal is the preservation of functions

The Preokret Movement announced that their focus is on preserving the functionality of Podgorica and preventing the introduction of compulsory administration, while, as they state, the Europe Now Movement (PES) is dedicated to preserving functions, primarily the function of the mayor. This difference, they say, also results in a different interpretation of the same political situation.

"Mr. Mujović's party is trying to change theses and divert attention from the only important fact: when the parliamentary majority is lost, new solutions are sought or elections are held. Everything else is a political construct," Preokret's response states.

The movement claims that PES rejected the option of elections, that it lacked the capacity to offer a solution, and that it was purposefully leading the city towards forced administration.

"On the contrary, Preokret offered a model that would strengthen the transparency, control and functionality of the Capital City, and thus prevent the planned campaign of 165 million euros from the city budget, which would harm citizens because all activities would be subordinated to the timing and scope of the election campaign, and not to improving services and optimal management of citizens' money," the statement said.

Preokret emphasizes that their model does not imply any coalition or entry into power, but rather a proposal to unblock the work of the Capital City Assembly and prevent the introduction of compulsory administration, which was sent to all councilors without exception.

"As a non-bloc entity, we were the only ones with the capacity to resolve the problem produced by strong bloc divisions that consume the resources of all citizens. Our model is subordinated to overcoming, not to the targeted creation of new problems," the movement says.

They remind that they gave the current government a seven-day deadline to elect the President of the Capital City Assembly, and that only after this was not done did they offer a model for getting out of the crisis.

"Instead of a real response to the model, we are now getting from PES an attempt to shift the debate from substance to political constructs. The Assembly is not the executive branch. Its role is to elect, control and evaluate the work of the executive branch. No one who does their job responsibly should fear scrutiny," the statement said.

Preokret called on PES to explain to citizens how, as they state, the parliamentary majority, which had 31 councilors after the elections, fell to 27 or 23, depending on the political moment.

"Instead of questioning their own responsibility, they see every proposal as an attack, and every possibility of control as a danger," the response states.

Finally, Preokret announced that they would announce at the Collegium that the conditions for Srđan Perić to run for President of the Capital City Assembly have been met, after which, as announced, a formal candidacy would be submitted.
