Montenegro has a strong political will and determination to fully implement the judgments of the European Court of Human Rights, said Deputy Prime Minister for Political System, Judiciary and Anti-Corruption Momo Koprivica in Strasbourg.
Koprivica, as announced by the Government, met in Strasbourg with the President of the European Court of Human Rights, Matijas Guiljomar, and the Vice President of the Court, Ivana Jelić.
It is stated that Koprovica emphasized that Montenegro is committed to providing its full contribution to the work of the Court, not only through consistent execution of its judgments, but also through the credible secondment of national judges, which further confirms its commitment to European standards and the strengthening of international institutions for the protection of human rights.
Koprivica said that the European Convention on Human Rights and the system of protection built on its principles represent one of the key values of modern Europe.
It is added that in this context, he said that Montenegro, as a European state and a country aspiring to soon become a member of the European Union, is a strong partner and consistent supporter of the Convention and the European Court of Human Rights.
Koprovica emphasized that Montenegro possesses strong political will and determination to fully implement the judgments of the European Court of Human Rights and that it has improved their enforcement.
"We do not perceive the judgments of the European Court of Human Rights as judgments against Montenegro. On the contrary, they have contributed to the improvement of human rights protection, strengthening of the rule of law, as well as the further development of the legislative and institutional framework for the protection of fundamental rights and freedoms of citizens," said Koprivica.
He also informed his interlocutors about the Government's measures to improve the restitution procedure and its planned strengthening, which is being initiated and thematically addressed by the Council for the Rule of Law, chaired by Koprivica.
It is reported that Guillotin pointed out the importance of cooperation and support, emphasizing that it is particularly important that the verdicts are not interpreted as a punishment for the state, but rather as an incentive and positive influence on the development of reforms.
He said that the Court is extremely operational in protecting human rights and that it is therefore important that it has institutional support for its impartial and objective work.
It is added that Guiljomar particularly praised Jelić's dedication, assessing that her appointment represents a bridge of cooperation between Montenegro and the European Court of Human Rights.
It is stated that Guillotin particularly pointed out the importance of the Court's work in the current circumstances characterized by crises, populism, and the war in Ukraine, and that he particularly underlined the importance of working to improve the rule of law in order to face these challenges.
"He explained that for this reason political support and assistance are important, expressing hope for further intensification of cooperation during Montenegro's chairmanship of the Committee of Ministers of the Council of Europe," the statement said.
Jelić, it was added, said that she was satisfied with Montenegro's progress in enforcing judgments, even in particularly demanding cases.
"Efficient and timely execution of judgments is a key prerequisite for preserving the credibility of the human rights protection system and the full realization of the rights guaranteed by the European Convention on Human Rights," Jelić emphasized.
It is emphasized that the interlocutors also discussed the priorities of Montenegro's upcoming chairmanship of the Committee of Ministers of the Council of Europe and that Koprovica said that the convention system for the protection of human rights will be high on Montenegro's agenda.
In this regard, Koprivica announced the organization of a conference dedicated to the fight against gender-based violence and femicide, as well as a conference dedicated to the implementation of judgments and practice of the European Court of Human Rights in relation to the European Convention on Human Rights.
It is reported that Koprivica said he was satisfied with the upcoming visit of the President of the Court to Montenegro, which is planned for the second half of the year, assessing that it will represent an additional incentive for improving cooperation between Montenegro and the European Court of Human Rights.
"The interlocutors jointly assessed that the preservation and further strengthening of the European system of human rights protection is of essential importance for the democratic development of European societies, and confirmed their readiness to continue close and substantive cooperation in that direction," the statement concluded.
