The Constitutional Court has published all decisions on the legislation in the last three years

The Constitutional Court has published all decisions from normative control procedures adopted in the last three years, continuing its activities to improve the transparency of its work and the accessibility of case law to citizens and the professional public.

The court, as announced, published an additional 169 decisions on the assessment of the constitutionality and legality of laws and bylaws, adopted during 2025, 2024 and 2023.

Constitutional Court President Snežana Armenko said that the Court, despite a long-standing lack of staff and limited technical capacities, continues to improve the openness of its work and access to information of public importance.

She stated that the European Commission, in its latest Rule of Law Report, registered the Constitutional Court's progress in the area of ​​transparency.

"By publishing all decisions from normative control procedures, we are further strengthening the consistency of constitutional court practice and contributing to greater legal certainty and equality of all citizens before the Constitution and the law," said Armenko.

Armenko emphasized that the availability of complete case law is also important for decision-makers at the state and local levels.

"Published decisions represent an important source of legal positions and standards, as well as guidelines for public authorities, institutions and companies when adopting regulations and other acts. This reduces the risk of adopting unconstitutional or illegal solutions, and citizens benefit the most from this," Armenko stated.

All decisions from normative control procedures are available on the website of the Constitutional Court, under the title “Practice of the Constitutional Court of Montenegro”.

The Constitutional Court recalled that in the previous period, this institution had for the first time established the practice of quarterly publishing an updated list of unresolved cases from normative control, as well as a list of constitutional appeals that will be decided.

For the first time, as expected, a Plan and Program for resolving cases was adopted, so that the parties would have a clearer insight into the dynamics of the Court's proceedings and the expected time for decision-making.
