The Government adopted the Foreign Policy Strategy of Montenegro 2026–2029

The Government has adopted the Foreign Policy Strategy of Montenegro 2026–2029, which, as announced by the Ministry of Foreign Affairs (MFA), establishes a single strategic framework for planning, coordinating and monitoring the implementation of the country's foreign policy priorities in the next four-year period.

It is stated that the Government has also adopted an Action Plan for the implementation of the Strategy for this year.

"The strategy represents a key planning document that establishes strategic and operational goals, priority areas of action, measures and performance indicators, creating a basis for more consistent foreign policy conduct, more efficient inter-institutional cooperation and measurable achievement of foreign policy impact," the MFA said.

According to them, the strategy confirms the continuity of the country's European and Euro-Atlantic path, the development of good neighborly relations, the strengthening of regional cooperation, and an active role in multilateral organizations.

"At the same time, it responds to the challenges of the modern international environment marked by growing geopolitical, security and economic uncertainties, which require a proactive and coordinated approach to protecting the interests of Montenegro," the statement added.

It is stated that membership in the European Union (EU) is a priority strategic goal that requires full commitment and acceleration of reform processes.

"Reforms are the essence of the accession process, but also a guarantee of long-term stability and development," the MFA stated.

They said that Montenegro will continue to meet the criteria for the successful completion of the EU accession process, but also consistently implement policies aligned with Union standards, with the readiness to provide added value in shaping and implementing European policies as the next member.

The Ministry of Foreign Affairs said that security, as a complex and multidimensional strategic priority, is based on NATO membership as its backbone.

"And it is additionally viewed within a broader strategic framework compatible with the Union's security architecture, and includes strengthening national capacities, regional cooperation and collective defense," the statement added.

As stated, improving economic cooperation with foreign countries, through the proactive use of economic diplomacy instruments, contributes to the prosperity of Montenegro and its positioning as a competitive investment destination and the internationalization of the Montenegrin economy, with full respect for the principles of the rule of law, sustainable development and common European values.

"Montenegro will continue to build its international reputation on the foundations of freedom, democracy, the rule of law and human rights and gender equality, the development and affirmation of green policies based on the constitutional designation as an ecological state, strengthening relations, influence and role in the region, and advocating for an international order based on international law," the Ministry of Foreign Affairs said.

They stated that the contemporary international context requires a professional, agile and modernized foreign service.

"In this regard, special emphasis is placed on the continuous building and nurturing of a professional diplomatic service and an organizational culture based on shared values, as a key prerequisite for the successful implementation of strategic goals," the statement added.

The Ministry of Foreign Affairs emphasized that freedom, knowledge, honor, justice and harmony represent fundamental values ​​that will guide the activities of the Foreign Affairs Service in representing the interests of Montenegro internationally, while contributing to strengthening the security, prosperity and reputation of the state - for Montenegro, part of Europe and open to the world.

They recalled that last year, the Ministry of Foreign Affairs began the process of developing the Foreign Policy Strategy of Montenegro for the period 2026-2029, and special emphasis was placed on the planning process based on the Government's methodology.

"The process was guided, among other things, by the principle of transparency, and various stakeholders were included, including through the mechanism of public debate, which enabled the consideration of different perspectives in the preparation of the document," the statement says.

The Ministry of Foreign Affairs said that by adopting the Foreign Policy Strategy of Montenegro 2026-2029, the state for the first time receives a comprehensive planning framework that ensures continuity and responsibility in conducting foreign policy.
