Advisors are paid 37 thousand per month: Parliamentary clubs have hired 38 professional consultants since August 2025.

Parliamentary caucuses in the Parliament hired 38 professional consultants from August 2025 to mid-2026, whose net salaries ranged from around 800 to a thousand euros, or almost 37 thousand per month.

According to the documentation provided to Vijesti by the Parliament upon a request for free access to information, sent through the NGO MANS platform, the largest number of advisors in the previous period were hired by the Bosniak Party (BS) MPs' Club, as many as 10.

This is followed by the New Serbian Democracy (NSD) with eight advisors, the Democrats with five, the Democratic People's Party (DNP) with four, the Democratic Party of Socialists (DPS) and the SNP-CIVIS Club with three each, the European Alliance and the Special Club with two each, while the Albanian Forum hired one advisor.

The Assembly's documentation contains dozens of individual letters (monthly/quarterly/six-monthly extensions) that parliamentary groups send to the Secretary General of the Parliament. Boban StanisicThese letters show that the same consultant for the same MP is often requested again from month to month (formal contract renewal), and there were also rotations, as well as new engagements.

President of the Assembly Andrija Mandic announced in November 2024, announcing the 2025 budget, that each MP would be able to hire one advisor “to help them in their work,” calling it “one of the biggest steps forward.” According to the Rules, an MP can have one consultant per month, with a net fee of up to 1.000 euros.

Immediately after Mandić's announcement, the Europe Now Movement (PES) parliamentary group announced that it would not use these funds, because they "pay for the consultants themselves."

The documentation does not show that consultants were hired by GP URA and the Club of Deputies of the Democratic Union of Albanians and the Croatian Civic Initiative.

BS deputies advised by architects, traffic engineers...

According to the submitted documentation, BS hired ten consultants in the period from August 2025 to May 2026.

For the MP Amer Smailović he worked constantly Aladin Osmanović, a graduate in security policy, while for the MP Edina Dešić was in charge Adaleta Ledinic, professor of English language and literature - both continuously from August 2025 to May 2026, with a net salary of 1.000 euros per month.

In the position of consultant for the MP Kenan Strujić-Harbić they took turns Amel Durakovic, professor of history and geography (August 2025), then Mirsad Džudžević, master manager (September 2025 - February 2026), Emrah Demić, arhitekta (February to April) in Amer Demic, economist (May) - all with the same net salary of 1.000 euros. A similar rotation was also observed among MPs. Jasmin Ćorović: first Seid Sabovic, graduated in traffic engineering (August 2025), then Amina Ljaljevic, specialist in international relations (September 2025 - March 2026), and finally Adnan Muhovic, a graduate in management engineering (April-May 2026), also with a net salary of 1.000 euros per month. Muhović left the Bosniak Party in 2021, after not being elected to the Presidency and Main Board of that party. He then joined the Justice and Reconciliation Party, from which he was later expelled. He is known for his controversial and offensive statements about Njegoš and Montenegrins.

Amer Demić was engaged as a member of parliament from September to December 2025. Admir Adrović who resigned, and Albina Fetahovic, graduated economist, for MP Adel Omeragić in May 2026 - both with the same net fee of 1.000 euros.

The NSD hired eight consultants in two cycles - from August to December 2025, and again from February to April 2026 - for the same composition of MPs: Pero Radonjić (history and geography teacher) worked for Velimir Djokovic, Vujo Grbović (professor of geography) for Milan Lekić, Aleksandar Mijović, lawyer, for Jelena Božović, Velimir Vukasinovic, also a law graduate, for Milica Rondović, Dusan Babić (graduated in political science) for Dejan Đurović, Milivoje Krgović, graduate manager of economics, for Vasa Obradović, Nataša Jevrić (former NSD MP) for Bojana Pićan.

They were joined in April and May 2026 by Boban Radević (member of the Podgorica parliament, former member of the Free Montenegro party), engaged as a member of parliament Jovan VučurovićThey all received a net compensation of 1.000 euros per month.

DNP pays consultants 800 euros

The DNP parliamentary group hired four consultants who worked continuously from July 2025 to June 2026, with quarterly and monthly contract extensions. Vera Bulatović, from the Faculty of Medicine and specializing in internal medicine, worked for the MP Jelena Kljajević; Ivana Markovic Vujovic, political science specialist, for MP Vladislav Bojović; Aleksandar Sekulic, specialist in applied computer science, for MP Milan Knežević; the Milo Popovic, from the Faculty of Political Sciences, for MP Dragan Bojović.

All four received a net compensation of 800 euros per month, according to the submitted calculation sheets.

SNP-CIVIS hired three consultants from November 2025 to summer 2026: Balša Dragović (profession not specified) for support of the MP Bogdan Božović in discussions and speeches, Vuk Vlahović, international relations specialist, for political and media advice to the MP Maja Vučelić, Tanja Vukotic, graduated marketing manager, member of the board for marketing and communications Sladjane KaluđerovićAll three received a net salary of 1.000 euros per month.

Democrats hire advisors for club

The Democratic Party of Serbia hired five consultants, not for individual members of parliament, but for the work of the caucus's cabinet. They worked from August to December 2025. Rade Mandic (BSc Political Science), Marko Popovic (Master of Sociology), Dragan Kovacevic (BSc Computer Science) and Milica Moračanin (BSc International Relations), and from February to June 2026 they were joined by N.ina Kasalica, with a master's degree from the Faculty of Philosophy. All five received a net salary of 1.000 euros per month.

The Democratic Party of Socialists hired three consultants from January to June 2026: a law graduate Veselin Vukčevića and a master's degree in political science Momcilo Radulović, including Jadranka Milošević, a law graduate - all with a net salary of 1.000 euros per month.

The Social Democrats hired two consultants, Nikola Janjušević, a law graduate, and Miloš Mašković, political scientists (councillors in the Capital City Assembly), who worked from September to December 2025, and then again from February to December 2026, with a net remuneration of 1.000 euros per month.

A special caucus of deputies hired two consultants: Mira Sorovic (PhD in Political Science - International Politics and Diplomacy, and translator from English) for the MP Radinka Ćincur, from September 2025 to the end of 2026, and Ilmir Lika (director of TV Teuta) for MP Ilir Capuni, from November 2025 to the end of 2026, with a net remuneration of around 800 euros per month.

The Albanian Forum parliamentary group hired a consultant, Ferhat Dinoşu, an English professor and former ambassador, minister and MP, who worked from November to December 2025 for a net salary of 1.000 euros per month.

Vijesti previously reported that for the last five months of last year, from August to December, advisors and consultants in parliamentary caucuses in the Parliament were paid at least 139.163 euros gross.

The NSD parliamentary group allocated the most money, 39.722 euros gross, followed by the Bosniak Party with 29.800 euros. The Democrats paid out 24.123 euros on this basis, and the DNP paid 17.729,46 euros for five experts. SNP-CIVIS - 16.274,04 euros, Social Democrats - 9.573,12 euros, while the Special Parliamentary Group allocated 5.405,95 euros.

From drafting amendments to marketing

Almost all clubs list an almost identical set of tasks in their explanations for requests to hire professional consultants.

The most frequently mentioned tasks are: preparation of expert analyses of draft laws and other acts in the parliamentary procedure, support to MPs in the preparation of amendments and draft laws, preparation of reports from committee sessions that MPs monitor, monitoring and analysis of activities related to Montenegro's accession to the EU (including reports from the European Commission and the European Parliament), contact with the chamber of commerce, the NGO sector and the diaspora, as well as preparation of materials for communication with the public and the media, marketing and media activities, administrative tasks...
