Although the announced visit of the President of Ukraine in May last year fell through Volodymyr Zelensky In Podgorica, the embassy of that country claims that his arrival in Montenegro is still planned, that it is being actively discussed, and that determining the date of the visit is currently on the agenda.

The Ukrainian Embassy told "Vijesti" yesterday that the visit "is still on the bilateral agenda."

"This is being actively discussed. The Ukrainian side remains interested in its implementation. Determining a specific date is currently on the agenda. It will be agreed through diplomatic channels, taking into account the schedules and obligations of the leaderships of Ukraine and Montenegro. The public will be informed in a timely manner about a possible new date," they told the newspaper.

The Government did not respond to questions about whether the visit of the first man of Ukraine is still planned or has been canceled, or why it has not yet been realized. The Government told the editorial office unofficially said that there is nothing new on this issue.

Zelensky paid an official visit to Belgrade on Saturday, and the main topic of conversation between him and the Serbian President was Aleksandar Vučić was the cooperation between their countries in the fields of energy and trade.

The Ukrainian leader was supposed to initial the agreement with the Prime Minister in Podgorica on May 17th last year. "Ukraine remains interested in concluding an agreement on security cooperation and long-term support with Montenegro. We believe that its conclusion would represent an important step in further strengthening the Ukrainian-Montenegrin partnership," they said.

They also responded affirmatively to the question of whether the signing of an agreement on economic cooperation was still planned.

"The Ukrainian side remains interested in further strengthening trade and economic cooperation with Montenegro, including improving the bilateral contractual and legal framework in this area. In particular, on December 26, 2025, a protocol was signed between the Government of Ukraine and the Government of Montenegro on amendments to the Free Trade Agreement, at the level of the Deputy Prime Minister of Ukraine and the Ambassador of Montenegro to Ukraine," the Embassy of Ukraine announced.

WHAT DID SPAJIC WANTED?

"Vijesti", after Zelensky's visit failed in May 2025, wrote that Spajić intends to seek an agreement with Ukraine that will, among other things, concern infrastructure and strategic food reserves, believing that it would be good to sign that document together with an agreement on cooperation in the field of security.

The newspaper's source from the top of the Government said at the time that its head believed that in this way, by signing the documents in a package, both Kiev and Podgorica would benefit, because the Prime Minister wants "something for Montenegro, in addition to benefits for Ukraine."

The Government adopted the text of the Agreement on Cooperation in the Field of Security and Support between Montenegro and Ukraine at its session on 8 May 2025. The Report on the Negotiations on the Agreement was adopted at the same session. If the Agreement is signed, it will need to be ratified by the State Parliament.

The agreement states that the two states commit to consultations in the event of a significant escalation of the current aggression (by Russia against Ukraine) or a future Russian armed attack on Ukraine.

"In these circumstances and acting within its capabilities and capacities, in accordance with the national and international order, Montenegro will provide assistance to Ukraine as needed and in accordance with its capabilities, which may include rapid and continuous political, security, military, humanitarian and economic assistance...", the document states.

The agreement also envisages cooperation in the defense industry, which would be aimed at "mutual commercial and political benefit."

"Montenegro will consider options for allocating financial support for the development of Ukraine's defense industry, through investments in capacity expansion, procurement of ammunition materials and Ukrainian defense products for the needs of the Ukrainian Armed Forces," the document states.

It also stated that Montenegro will provide further long-term support to Ukraine in the field of security and defense in all domains, in accordance with its capabilities, with a focus on Ukraine's most urgent needs.

"Montenegro will, on a bilateral basis and through cooperation with allies and partners, consider potential ways to support Ukraine's capacities and resilience to defend itself and deter any possible future aggression," it said.
