The new generation of first-year students will receive their student ID cards on September 1st, and the former Vice President of the Assembly Zdenka Popović (Democrats) diplomatic passport because he is the Minister of Foreign Affairs Ervin Ibrahimovic (Bosniak Party) is sending her to Ljubljana as its special envoy - "Vijesti" finds out.
A source familiar with the activities of the Ministry of Foreign Affairs claims that the decision to appoint Popović as a special envoy to the Embassy of Montenegro in Slovenia has already been written, and that her diplomatic passport has been made.
According to the Law on Foreign Affairs (Article 42), the Minister of Foreign Affairs may, for the purpose of performing special tasks, appoint a special envoy who temporarily resides in another state or with an international organization. According to the same regulation, the Head of Diplomacy determines all issues relevant to the work of the special envoy.
The newspaper's interlocutor explained that the mandate for the position of special envoy of the Minister of Foreign Affairs lasts for one year (days), but that it can be renewed.
THEY ACCUSED HER OF GOING BECAUSE OF BAOŠIĆ
Popović resigned from her position as a member of parliament and deputy speaker of parliament on July 27. A few days earlier, some media outlets announced that she would continue her career as a diplomat at the Montenegrin Embassy in Ljubljana.
The first to report this was the RTV Podgorica Portal (gradski.me), to which Popović told her on July 25 that she would resign from the legislative chamber due to a move into diplomacy, and that she would be appointed as chargé d'affaires in Slovenia, adding that "the appointment process for Slovenia is ongoing."
The Democrats denied Popović on the same day, telling Television Vijesti that the published allegations were not true and that Dragan Tufegdzic, their official, remains the Ambassador of Montenegro to Slovenia until the end of his term.
According to the Law on Foreign Affairs (Article 45), the chargé d'affaires takes over the head of the mission when the head of the mission is absent or prevented from doing so, or when the position of head of mission is vacant, which is not the case in Slovenia.
A day later, on July 26, Popović repeated to the RTV Podgorica Portal that she would continue her career in diplomacy, in Slovenia, adding that “there was confusion in the media” because the information was published before she had explained it to the party bodies. She repeated that “the appointment procedure for Slovenia is underway,” but did not specify which position. The Democrats did not respond to that request.
An MP from the opposition European Alliance reacted to the news that Popović is resigning due to a move into diplomacy. Nikola Zirojevic, claiming that the Democratic official is “running away from the 'Customs' case”.
"The flight due to the 'Customs' case has begun. Just take it easy, as Zdenka would say - the hand of justice will knock on everyone's door. Ljubljana is not far away," Zirojević wrote on social media on July 25.
Attorney Veselin Radulović filed an amendment to the previous criminal charges against the Democrat, the mayor of Herceg Novi, with the Special State Prosecutor's Office in early April Stevan Katić (Democrats), Zdenka Popović, owner of "Carina" Čedomir Popović, and the former acting chief state architect Siniša Minić on suspicion of having committed multiple criminal offenses in the case of the devastation of the seashore in Baošići.
He stated that there is a reasonable suspicion that Popović used her institutional and political influence, especially on inspection services, to prevent her from applying the law.

Reacting to public criticism regarding the construction of the hotel complex in Baošići, but also regarding the criminal charges against Radulović, Popović said in April that "the attempt by the Democratic Party of Socialists, their tycoons and mafia lawyers" to link her to the owner of "Carin" Popović is "a political hoax typical of the profiles of those who say it."
In mid-February, Popović made a public appeal to the Administration for the Protection of Cultural Heritage not to visit buildings with a building permit in the final stages of construction and not to threaten them with stopping the project. She made this statement during a parliamentary debate on amendments to the Law on the Protection of the Natural and Cultural-Historical Area of Kotor.

Popović's biography available on the parliament's website states that she was born in Postojna, Slovenia, that she graduated from the Faculty of Economics of the University of Montenegro in Podgorica, that she participated in many seminars and workshops in the fields of management, finance, investments and internal control in the public sector, that she participated in the Program for Improving the Employability of Women in Rural Areas of Montenegro...
She served as Vice President of the Democrats from the party's founding in 2015 until its last congress, held in late 2023. She was also a member of parliament in the previous two convocations, as well as from 2012 to 2013, when she represented the Socialist People's Party.
She was a councilor in the Capital City Assembly for several terms.
