The Administrative Inspection ordered the Mayor of Budva Municipality Nikola Jovanovic to eliminate, within seven days, the irregularities identified in connection with the appointment of the acting (acting) chief of the Budva Municipal Police Service.
This is stated in the minutes of the Administrative Inspection Department of the Ministry of Public Administration (MPA) dated September 9, which were drawn up by the Chief Administrative Inspector. Petar Ivezic after regular inspection by the Municipal Police Service of the Municipality of Budva.
The minutes, which were reviewed by "Vijesti", also state that the inspection ordered the Chief of the Municipal Police Service to eliminate irregularities related to the employment and assignment of officers within ten days, as well as to submit additional documentation necessary to complete the case and make a final decision.
Details of the identified irregularities were not provided.
"Vijesti" asked the Ministry of Public Administration to specify what the irregularity in the appointment of the acting mayor consists of, as well as several irregularities identified during the inspection of the Municipal Police Service. The MPA did not respond to these questions yesterday, explaining that they cannot provide information until the other party receives a decision on the elimination of the irregularity, which was sent by mail on Thursday.
The supervision of the administrative inspection covers the period after October 20, 2020, and thus covers several changes at the head of the then Municipal Inspection and Municipal Police in Budva. During that period, the service was managed by Aleksandar Mijatović, who was succeeded in August 2022 by Miloš Tajić, and he was replaced in September 2023 by Vladan BraunovićAfter the separation of the Municipal Inspection and the Municipal Police in 2025, Braunović remained at the head of the Municipal Inspection, while he took over the management of the Municipal Police. Miloš Djurašević.
"Vijesti" announced at the end of January 2021 that the then president of the Municipality of Budva Marko Carevic, after being provided with the findings of the Commission he formed to "comb over" the work of the Municipal Inspection and the police, urgently relieved the mayor of his duties, Aleksandar Mijatović, due to serious breach of official duty.
It was determined that the head of this key municipal service had been in that position illegally for three full years because, upon employment, he submitted a false certificate stating that he had worked in a management position in the Podgorica company "Global Soft" for the previous three years.
In February 2021, the Budva criminal police requested complete documentation from Carević on Mijatović's employment, after the Basic State Prosecutor's Office in Kotor ordered the case files to be obtained.
Inspections carried out in April and May
The MPA minutes state that the regular inspection was carried out on April 7 and 8, as well as on May 12 of this year, "ex officio and in accordance with the Work Plan of the Administrative Inspection Department for 2026."
It covered the period from October 20, 2020 because, as explained, it "was subject to control during previous regular inspections."
The supervision was attended by the Chief of the Municipal Police. Miloš Djurašević, while the Mayor was previously informed of the date, time and subject of the inspection.
The minutes also stated that the supervised entity had the right to submit comments within three days of receiving the document.
"Responsible persons are obliged to notify the administrative inspection in writing of the measures taken within seven days of the expiration of the deadlines for eliminating irregularities," the minutes state.
Jovanović did not respond to questions from "Vijesti" yesterday about whether he had received a decision from the Ministry of Public Administration ordering him to eliminate the irregularity identified and noted in the inspection procedure, which relates to the appointment of the acting head of the Municipal Police Service, and whether he would correct the irregularities within the stipulated deadline.
The Ministry of Public Administration did not respond to questions from "Vijesti", explaining that they cannot provide information until the other party receives a decision on the elimination of irregularities, which was sent by mail on Thursday.
