DPS councilor Borislav Bašović assessed that the initiative of the President of the Municipality of Ulcinj and the leader of the Force, Nazif Cungu, to declare the President of Albania, Bujar Nišani, an honorary citizen of Ulcinj is proof that legal violence is being carried out in the Assembly.
He also called the coalition partner's initiative impudence.
The councilors will discuss Cungu's proposal today, and before that they should decide whether the former German ambassador Gudrun Elizabeth Steinaker will also receive the title of honorary citizen of Ulcinj.
"The Assembly has no decision on who, why and when the title of honorary citizen should be awarded. That's why it's a kind of compromising of people, regardless of who it is, whether it's Nišani or Štajnaker", said Bašović, who is the president of the Committee for Statutes and Regulations.
Cungu's cabinet said that the initiative is in line with the statute and regulations.
In the explanation of the initiative, it is stated that since the beginning of the mandate in 2012, Nišani supported Montenegro in the matter of Euro-Atlantic integration.
"He continuously advocated for the rights of Albanians in Montenegro, and in March 2015, at the invitation of the National Council of Albanians, he visited Ulcinj," the explanation reads.
Bašović has been boycotting the work of the local parliament for months, dissatisfied with the attitude of the executive power, which does not respond to his committee questions.
"The decision on who can be an honorary citizen of Ulcinj will be on the agenda of the same session. It will enter into force eight days after its possible adoption in the SO. Then the commission should meet and decide on all this. But no, they have already submitted proposals for decisions, and that's why it's classic violence," said a high-ranking DPS official.
The president of the Democratic Party, Fatmir Đeka, said that his party will support the proposed decision.
"Cungu's proposal should also be viewed through the prism of the decline in his rating in the political circles of Pristina and Tirana," said Đeka for the Ul info portal.
The president of the OO SDP, Skender Elezagić, said that everyone has the right to nominate someone as an honorary citizen.
"But the Assembly will decide on that."
The SDP launched an initiative to appoint Steinaker as an honorary citizen of Ulcinj last year.
In the explanation of the proposal, it is pointed out that "it would take a lot of space and time to list all the reasons why Mrs. Steinaker deserves it".
"Only one is enough - her immeasurable contribution in the fight for the restoration and protection of the area of the Ulcinj Saltworks", the explanation states.
Head of OO DPS, Ljoro Nrekić, did not answer calls to the number available to "Vijesti" yesterday.

When asked how Edi Rama and Hasim Tači already became honorary citizens of Ulcinj, Bašović said that it was not possible to do it in accordance with the parliamentary regulations. "But the decision, which will probably be adopted at the session, may also foresee the withdrawal of the title, and then consideration of the same proposals in the legal procedure," he said.
Bašović assessed that the decision would have to go through the citizens' court.
"Every decision that is in the interest of the citizens should be the subject of a public discussion," said the DPS official.
