The Democratic People's Party (DNP) has requested that the Agency for the Prevention of Corruption initiate proceedings as to whether 11 councilors of the Democratic Party of Socialists (DPS) in the Assembly of the Capital City violated the law because they also perform other public functions.
DNP member Nikola Jovanović reminds that the Law prescribes that a public official cannot be the president or member of the management and supervisory body, executive director, member of the management of a public company, public institution or other legal entity.
"It is also prescribed that a public official, a councilor, cannot perform additional functions in an institution or other legal entity in which the state or municipality is the owner," says Jovanović.
We are witnessing, he says, that a large number of DPS councilors in Podgorica, in addition to their councilor functions, also perform other functions in local and state administration or in companies founded by the municipality or the state.
"Due to this factual situation, it must be stated that 11 DPS councilors are breaking the law, and that the Agency for the Prevention of Corruption is tolerating all this, that is, it is obvious that individuals who are in leadership positions in the Agency have an interest in not sanctioning this illegal behavior." says Jovanović.
He requests that the Agency initiate a procedure to determine the conflict of interest for 11 DPS councilors in the Assembly of the Capital City.
It is stated that Nermin Abdić is the director of the Emergency Center, Momčilo Vujošević is the director of the Official Gazette of Montenegro, Đorđina Lakić is the director of the Compensation Fund, Nebojša Kavarić is the director of the Health Center, Nenad Vujošević is the director of the Housing Agency, Jovan Rabrenović is the director of the Landfill.
Vladimir Rajčić is the head of the Bureau for Economic Cooperation in the Capital City, Marija Đuričković is the head of billing at Vodovod, Ivana Abdić is the head of Elektrovreda Crne Gore, Nataša Tomović is the director of the JU "Đina Vrbica" and Zoja Bojanić Lalović is the director of the Gymnasium "Slobodan Škerović".
Jovanović believes that there is no doubt that it is an established practice for DPS officials to accumulate public functions and that the violation of that part of the law does not represent a problem for them, considering that the Agency tolerates all this.
"Based on the performance of incompatible public functions, they obtained significant financial resources for their own benefit and to the detriment of the budget," Jovanović believes.
