In front of the Club of Councilors of Democratic Montenegro, I submitted to the Assembly a proposal for a Decision on amending the decision on forms of social and child protection, by which we demand three times higher compensation for newborns, in the amount of 300 euros, Danilo Mrvaljević, president of the Committee of Democrats of the Capital Cetinje, announced today.
He added that the proposed decision is currently in the parliamentary procedure and will be on the agenda of the next session of the local parliament.
"We note that the former mayor and holder of the DPS list in the last local elections, in the final pre-election debate on RTCG, a little more than a year ago, promised citizens allowances for newborns in the amount of even 1.000 euros and a free kindergarten, so that after the formation "the authorities also cheated on this promise by determining fees in a tenfold smaller amount, and no one mentions the free kindergarten. Of course, this was just pre-election dribbling by the DPS, and it was also completely unrealistic, after all, like 99% of their promises," Mrvaljević pointed out. .
The member of the Democrats said that the increase they are asking for is quite realistic, and as he claims, it does not represent, as the ruling key coalition likes to say, "a great deal to threaten the budget".
"Funds can be provided without any difficulties, only if there is good will, sincere intentions and a responsible attitude towards the future of the city. We are of the opinion that the funds allocated for benefits for newborns are the priority of all priorities and that the Capital has no immediate obligations at this time. Also, in in the coming period, it is necessary, before all other allocations, to provide funds for the implementation of other measures aimed at improving the demographic picture of the capital, such as: one-time allowances for young married couples, monthly allowances for unemployed pregnant women and mothers in labor, which they would receive until the completion of the first or the third year of the child - according to the real possibilities of the Capital, free half-year and graduation excursions for children without parental care and children from families who are beneficiaries of material security and a number of other measures," said Mrvlajević.
In his gentle words, the position of the Democrats is that there are no more important things and projects at this moment than seriously conducting a proactive social policy, precisely by making such decisions, with the aim of improving the disastrous demographic picture of Cetinje and, at the same level, working to create all conditions and improve incentive measures for employment of local population.
"Everything else can wait. This is precisely where the diametrically opposite view of the Democrats and the DPS-SD ruling group comes to the fore regarding how to solve the pressing problems of the capital and the development of the city in the future. privilege, without any vision of city development and social policy, while he offers citizens dozens of infrastructure projects in pictures and 3D animations, which he rewrites year after year in the development program according to the copy-paste system, and only finishes one every ten years," he said. Mrvaljevic.
He said that on the other side, the Democrats have a clear vision.
"Democrats are advocating for the urgent adoption of the Demographic Development Strategy of the Capital City, which would contain all the above-mentioned measures and at the same time solve the problem of the huge unemployment rate, while from the infrastructure projects, we single out the final solution to the water supply issue, the rehabilitation of the black ecological point Ponor and the completion of already started projects, those which are under construction, such as the art academy complex. Also, concrete activities and serious work on the development of rural areas, tourism and agriculture as key branches of development, full respect for the Law on the Capital City. Priorities must be set, because such, completely undefined, local government policy only leads to even bigger problems," concluded Mrvaljević.
He also pointed out that he will live to see if the DPS-SD ruling coalition will again, in what he says is an already recognisable, anti-democratic manner and the third proposal for a decision that has come from the ranks of the Democrats in the last three months, which is directly in the interest of all citizens and the city of Cetinje, leave it off the agenda and prevent it from being discussed at all.
"We would not be surprised by such an epilogue, knowing who we are dealing with, but we still hope that this time there will be at least a little sense on the part of the ruling majority, that they will be guided by the interests of the Capital, and not by the fact that the proposer comes from the ranks of the opposition, and that parliament to unanimously vote for an increase in benefits for newborns," concluded Mrvaljević.
