With the votes of the Bosniak Party (BS) and the Social Democratic Party (SDP), the Rožaj Parliament yesterday adopted the final account for last year, the rebalance for this year and the budget for next year.
The support of SDP announced the renewal of the coalition with BS, which was dissolved at the end of July this year. During that time, the local parliament sat only once, and the proposed decisions were passed thanks to the votes of independent councilors, i.e. SD.
Yesterday's session was not attended by DPS and SD councilors who believe that "there is a political showdown on the scene where the survival of the BS rule is bought by the petty interests of individuals in the SDP, to the great detriment of the citizens".
Hazbija Kalač (BDZ) believes that DPS and SD councilors were not at the Assembly because "they were not allowed to confront their political bosses who are in coalition with BS at the state level".
The DPS pointed out that sessions of the local parliament were not scheduled for more than four months, "thus derogating from its control function". From that party, they believe that the reason for this is that BS was left without a majority in the parliament, after breaking up with SDP.
"That is why the adoption of the final account for 2015, as well as the rebalancing of the budget for 2016, is significantly delayed. During those two years, the financial condition of the Municipality was significantly threatened, and the budget was in debt with over 10 million euros in a very short period of time, of which over seven million refers to credit liabilities", announced the club of DPS councilors.
In the inability of the BS to secure the necessary majority earlier, important topics were approached in a very irresponsible way, according to the largest opposition party.
"The session is scheduled for three days before the end of the budget year, and three points of the agenda are proposed to make decisions and verify or propose flows of budget funds in the amount of over 20 million euros," said the DPS.
The reason for their non-attendance at the meeting is the dismissal of DPS personnel, and the inability of workers who initiated disputes to address the Complaints Commission, which was abolished by the local government, "which is another proof of the arrogant behavior of the local government".
The DPS boycotted the parliament also because of the hint of a new BS-SDP coalition.
"That hint gives us the right to believe that the other members of the DPS employed in the local government and companies where the local self-government is the founder will be under attack due to the new concession of the BS to the SDP for the announced support in making very important decisions for the local budget of the Parliament", the DPS announced.
The rule of the BS was called into question by the dissolution of the coalition with the SDP five months ago. At the meetings held by BS and SDP in the previous days, it was allegedly agreed to renew the coalition. One of the unofficial conditions was the return to work of the dismissed SDP workers.
SD: They obviously clarified where the disputed 3 million euros were spent
SD said that at the session "the new-old coalition of BS and SDP was re-promoted" and recalled that after they dissolved the coalition this summer, they accused each other very hard.
"From BS, they accused SDP cadres of inaction and incompetence, while on the other hand, former deputy and president of OO SDP Rožaje Izet Bralić publicly asked the larger coalition partner where and how they spent over three million euros. Since then, the local government has functioned without a clearly defined parliamentary majority, which was the reason for the non-holding of local parliament sessions and for the delay in adopting the Final Account of the Municipality of Rožaje for 2015," reads the announcement of the SD.
They claim that the BS tried to negotiate with the SD at the time regarding the formation of a new coalition government, but that during those negotiations they were "principled and demanded a change in the way the local government works":
"Obviously, BS could not agree to this, so they once again looked for 'salvation' with the SDP, with whose councilors today, in front of the Rožaj and Montenegrin public, they re-formed the new-old coalition and adopted the final budget bill for 2015. , rebalancing of the budget for 2016, as well as the budget for 2017. Apparently, they forgot about mutual insults and explained to each other where and how they spent the 'disputed' three million euros."
