The offer of the consortium "Cijevna commerce" from Podgorica, "Grijanje" from Danilovgrad and "Geonan" from Podgorica for the construction of the City Theater was chosen as the most favorable.
The Committee for Opening and Evaluation of Bids of the Agency for Construction and Development of Podgorica made a decision by which the correct and most favorable bid was selected, after the State Commission for the Control of Public Procurement, in the middle of the month, adopted the appeal of two interested consortia for the construction of the City Theater and ordered the Agency to within 15 days, make a legal decision on selecting the most favorable bidder.
With this decision on the selection of the most favorable bidder, the contractor for the long-announced City Theater could finally be selected for the tender announced on December 29 last year.
In the decision, which is signed by the executive director of the Construction Agency, Srđan Raičević, it is stated that the criterion for evaluating bids is the lowest offered price. The estimated value of the construction of the City Theater was 4 million and 200 thousand euros, while "Cijevna commerce", "Grijanje" and "Geonana" offered 3.905.450,67 euros.
"The commission evaluated the correct offers, based on the criteria of the lowest offered price, and awarded the bidder Consortium: "Cijevna commerce" doo, "Grijanje" doo, "Geonana" doo for the offered price of 3.905.450,67 euros including VAT, 100 points, bearing in mind that the lowest offered price was awarded to the bidder Joint offer: "Toškovići" doo Podgorica and "Simes inženjering" doo Podgorica, with a subcontractor for the offered price of EUR 4.158.706,20 including VAT, 93,9 points ", it is stated in the explanation of the decision.
However, the decision did not end the contractor selection process. Bidders were offered the opportunity to file an appeal against the decision to the State Commission for Control of Public Procurement Procedures.
"The appeal can challenge the procedure for receiving bids, the procedure for the public opening of bids, the content and method of submitting the minutes on the public opening of bids, the procedure for reviewing, evaluating, comparing and evaluating bids and/or the legality of this decision," the decision adds.
The Commission previously annulled the Agency's decision on the suspension of the public procurement procedure for the construction of the theater, which was adopted on May 4 of the current year.
