During the regular unannounced control of the inspectors of the Civil Aviation Agency at Tivat airport last Sunday, significant failures in the work of the airport security service were discovered because some potentially dangerous items were successfully transferred through counter diversion controls and entered into the so-called the "sterile zone" of the Tivat airport.
The "Vijesti" source, well-versed in the functioning of the security services at that airport, clarified that the ACV inspectors in plainclothes "acted" as passengers boarding the plane.
"After checking their plane tickets, they proceeded to the counter-sabotage (KD) control, which, using x-rays and other special devices, is performed by trained and certified personnel of the Security Service of the airport itself. In doing so, the inspectors managed to bring two explosive devices and two blades hidden in shoes in hand luggage into the "sterile zone" without being noticed by the KD controller," claims the "Vijesti" source, who insisted on anonymity, adding that this happened in the middle of last year. Sunday.
His story was basically confirmed by another source close to the security services, without going into all the details of this incident. The Civil Aviation Agency of Montenegro (ACV) did not explicitly confirm, but neither did they deny these claims. Noting that the test at Tivat Airport was not performed by members of the Police Administration, but by the CAA, whose jurisdiction is exclusively legal, the Agency said that the results of those checks are, by law, confidential in nature.

In any case, I want to assure you that the security system of civil aviation in Montenegro is at a high level, which was also confirmed by the European Commission, with the official recognition of our security measures, which is why we are officially included, together with the USA and Canada into the system of countries that have a One Stop Security arrangement with the European Union. CAA conducts a large number of inspections and secret tests and, in any case, when even the smallest deficiencies are identified, it orders measures to eliminate them," Assistant Director of CAA Renato Brkanović responded to "Vijesta" to questions regarding last week's controversial control of the security services at Tivat airport. its results and the measures taken by CAA afterwards.
The spokeswoman of the "Airports of Montenegro" company, Milica Babić, referred the journalist to Tivat Airport director Jovan Mačić, who distanced himself, pointing out that he cannot talk about something that is the exclusive competence of the CAA, from which "Vijesti" received an official response.
The interlocutor of "Vijesti" from the security service of the Tivat airport, through which these days on average over seven thousand passengers pass a day and about 70 landing and take-off operations are performed, in an unofficial interview, said that there were minor omissions on the part of the KD controller , but that they are not as much as the "other side" presented them.
He categorically denied that the inspectors managed to bring complete explosive devices into the "sterile zone" during the secret control, but "only something that could be considered elements for a potential bomb, such as batteries that can be its power source, as well as blades." "
"There are precise regulations and procedures on how something is controlled and what, with what characteristics and dimensions, is considered a potentially dangerous and illegal object. With the current devices that we have, there is practically no chance that any explosive substance can be transferred through KD control, because the devices react to all substances that even partially resemble explosives in their chemical composition," he said, adding that according to the procedure, the entire the terminal at the airport was evacuated if something suspected to be a potential explosive device was found during the disputed inspection control at the KD point, "and that evacuation that did not take place, surely then everyone would have seen and known about it".
Brkanović: The system is at a high level
The state of security at Montenegrin airports is under the constant attention of both the CAA and the National Committee for Civil Aviation Safety, established by the Government of Montenegro.
This committee also adopts a risk assessment for each airport, which is carried out by a special Commission (formed by the Government) based on a methodology that corresponds to the standards and recommendations of the International Civil Aviation Organization (ICAO) and the European Civil Aviation Conference (ECAC) and analyzes the level of danger and the state of security at our airports, ACV assistant director Renato Brkanović told "Vijesta".
He also stated that "the security system of civil aviation in Montenegro is at a high level", which, he says, was also noted by competent international institutions.
