The former director of the Real Estate Administration, Dragan Kovačević, verbally ordered the Kolašin cadastre officials to register the burden of the prohibition of alienation and encumbrance on the still unopened hotel of Mladen Bulatović.
This was announced at a press conference organized by Bulatović, together with legal representative Veselin Radulović, and Baranko Vera Kirović and Željko Matijašević from Žablja, who also claim to have evidence of illegal actions by officials of the Real Estate Administration.
"Kovačević ordered on the phone to register the load. This was confirmed by two Kolašin cadastre officials, when they gave statements in front of the competent state prosecutor regarding my criminal complaint against one of them. We received that record," said Bulatović.
Bulatović recently submitted a criminal complaint against Kovačević to the Special Prosecutor's Office, due to the suspicion that he committed the criminal offense of abuse of official position for an extended period of time.
He claims that he is suffering a lot and that he has not been able to open a hotel for five years, even though he has allegedly paid off all his obligations.
Four times, as he says, the Kolašin unit of the Real Estate Administration responded negatively to his requests to delete the burden, and as many times the Ministry of Finance overturned those acts.
Bulatović pointed out that the state prosecutor's office "became aware of the alleged verbal order last year."
Radulović emphasized that the state prosecutor heard the officials:
"Which explicitly stated that Kovačević ordered them over the phone to register the burden and told them that they had to do it, 'because he lost a bet of 1 euros'." The prosecutor probably archived it all...".
Bulatović publicly tore up all four solutions of the Kolašin cadastre.
He also claims that Kovačević sent him a text message with offensive content yesterday.
"In which he informs me that he found out that I filed a criminal complaint against him, but also that he knows that it will be dismissed."
Radulović called on the special state prosecutor's office to act urgently on the criminal complaint and expressed the hope "that the former director of the Real Estate Administration will not be able to call the prosecutor's office, like the Kolašin cadastre."
Kirovićeva: They asked me for 90.000 euros
Kirović says that she filed two criminal charges against those responsible in the Administration and against her former partners in July 2014 and May 2015. She explained that her ordeal began in March 2006, when "illegal administrative proceedings" were initiated.
She claims that Kovačević, along with two other employees of the Ministry of Finance, Ranko Radulović and Budimir Klikovec, tried to extort her through her lawyer Milić Mirović. She pointed out that they asked her for 90.000 euros in order to stop the administrative proceedings...
Matijašević said that he has a valid probate decision, based on which he should have been registered as the owner of part of the property he inherited.
He claims that this solution has not been implemented for eight years.
"I am complaining to the Ministry - they accepted the appeal, and they are persevering with the cadastre. I cannot be registered because the officials do not act according to the final judgment. It is a very valuable property".
