The state is preparing the same scenario for Mrčevo polje, as well as for Buljarica - the representatives of Grbalje villages, gathered around the non-governmental organization "Jaz - Mrčevo polje", are afraid.
They suspected that, after the "real estate agents" appeared in recent days, offering 22 euros for a square meter of land in Grblje, what is the state's offer for a square meter in Buljarica.
That NGO was founded with the aim of recovering two million square meters of land, which, they claim, was unjustly taken from them three decades ago.
NGO President Ilija Bućin states that they suspect that "something is lurking behind the hill", because for a year, despite all the submitted papers, they cannot return half a million square meters of land that was once registered in the cadastral municipality of Višnjevo.
"Some scenario is being prepared, that this land will be magically taken away from us, despite all our struggle and efforts to finally return it and satisfy justice, because our grandfathers and fathers bought this land, giving blood and sweat to Constantinople and the West. We will never give up on this," said Bucin.
He reminded that the return of the remaining half a million square meters has been obstructed for a year, due to which the municipalities of Budva and Kotor need to be demarcated.
"The former cadastral municipality of Višnjevo was divided into three parts in the new operation, so one part belonged to the Budva cadastre, which has never been the case before. The people have started to lose patience, they are fed up with false promises and delaying the solution of the problem, this has been going on for almost 30 years", said Bućin.
Lawyer Ivo Ilić stated that practically a technical problem has turned into a political one, and that Budva and Kotor municipalities have to make decisions about it.
He explained that there was an overlap of the old and new cadastral records, where half a million square meters "hang".
"There was a problem, cadastral plot 894 KO Prijevor II, which has 300 thousand square meters, but does not exist. A copy of the plan cannot be obtained for her. The Real Estate Administration won't or can't solve it, even though it's their department. They refer to the political decisions of the municipalities of Budva and Kotor, because it is necessary to make a demarcation, to declare it to the parliaments", explained Ilić.
According to the member of the NGO Board of Directors, Sret Janović, the essence of the whole problem lies in the political system.
"They messed all this up on purpose and now they are blocking us in every possible way. It is not in their interest to solve it. They stole our state and turned it into a private state," concluded Janović.
For Luka Tučević, a member of the Managing Board of the NGO, the problem of returning half a million square meters was created by a directive "from above".
"The advice came from above, 'create a problem, so that this does not end,'" he said.
The rent is as much as cleaning TQ Plaza
Although they received a promise from the new mayor of Budva, Srđe Popović, when he took office in September last year, that everything would be settled by the New Year, Tučević said that this did not happen.
He adds that he is pained by the fact that the Municipality pays the same amount as the company Trade Junik for the lease of Mrčevo polje to clean the TQ Plaza complex.
"It pained me that they give so much money monthly to the Trade Union, so that some women could clean the offices there. I put my finger on my forehead, are we crazy, we are giving away the entire Mrčevo polje, concert plateau, car camp, parking lot, sports fields and all the land, for so much money. We asked for a meeting with the managers of the Municipality of Budva in order to see where we are. Were they also suggested not to pay regularly, so that we, on the other hand, would not be able to finance the processes for the restitution of the property", said Tučević.
The holding of the Sea dance festival is questionable, the municipality owes the people of Grbljan 45.000 euros
The holding of the summer music festival Sea dance in the hinterland of the Jaz beach will be called into question, if the municipality of Budva, as soon as possible, does not settle the debt of 45 thousand euros to that non-governmental organization.
Bućin recalled that five years ago, the NGO concluded a contract by which it leased two million square meters in Mrčevo polje to the municipality of Budva at a price of five thousand euros per month.
The municipality owes them rent for nine months.
It is on this land that the concert plateau and sports fields in the hinterland of Jaz beach were built.
The one-year contract expires on July 3, and the Sea dance will be held in mid-July.
Tickets for that event are widely sold.
In that NGO, they add that they are outraged to learn that the state and the Municipality concluded a ten-year contract for that festival, and that they, who lease the land, were not even asked.
"We will ask for the contract that the Municipality has with Sea dance, because everything was done without us. We do not dispute that this is a good event for promotion, but it angers us that we have been brought to a fait accompli, thrown aside. We know that the Municipality is now under blockade, but they owe us rent for nine months. We have come to a situation where the Sea dance will not take place. From that money, we finance our fight for the return of property," Bucin said.
