"Practice shows that, as the only and best mechanism for successfully and effectively confronting the phenomenon of human trafficking is the establishment of full cooperation and partnership between state authorities, the non-governmental sector and international organizations. In 2004, the Government of Montenegro, in cooperation with the International Organization for Migration and the OSCE Mission in Montenegro, opened a Shelter for victims of human trafficking, which is run by activists of the non-governmental organization "Montenegro Women's Lobby". In order to improve the system of protection for victims of human trafficking, the Government of Montenegro, starting in 2006, allocates financial resources from the state budget necessary for the smooth functioning of the Shelter, with the aim of providing primarily health and psychological, but also social and legal assistance, as well as accommodation, nutrition and any other form of necessary assistance to persons who are in need of the same, and who are potential victims of some form of violence, not only human trafficking," the announcement concludes.
