Small marina - a floating dock that was built in Tivat last year by the Budva company Queen Management, is still functioning smoothly, although the papers that allow it to operate have expired since the end of last year.
That company is owned by Budva businessmen and tourist workers Branko Diki Kažanegra and Dragan Purko Ivančević, a member of the Presidency of the Montenegrin Democratic Union.
After the end of last year's summer season, Queen Management set up a temporary facility - a seasonal mooring, built on a 20-meter-long floating pontoon - in the bay of Brda along the coast of the Island of Flowers.
A total of five to six smaller yachts and sailboats can be moored on both sides of the pontoon, and two ships are currently located there: the Fenix sailboat and the Salty Dog catamaran.
That floating mooring is not marked with a sign on which, according to the rule, the name of the lessee, the number of the cadastral parcel and the lease agreement concluded with the Maritime Property must be indicated.
According to the claim of one of the locals who live on the Island of Flowers, the pier has a controversial connection to the power grid, which is connected to the installations of the former military resort here.
The interlocutor of "Vijesti" showed the journalist on the ground, the way in which the electric cable that ends at the installation of the facilities of the military resort, was brought to the pier.
The general manager of the company Queen Management, Marina Gardašević, told "Vijesta" that the company concluded an agreement on the use of marine property for that location.
"In accordance with the properly collected documentation and the settled obligations arising from the contract on the use of marine property (UT conditions and the decision on approval for installation issued by the JPMD; consent of the Ministry of Transport and Maritime Affairs, the Port Authority of Kotor as well as the contract on the use of communal services for facilities of a seasonal nature), we proceeded to the constitution and installation of the pontoon mooring in accordance with the UT conditions and all prescribed standards", said Gardašević.
The validity of the Plan of temporary facilities in the marine property zone, on the basis of which a part of the water area near the Island of Flowers, is intended for the installation of a floating "seasonal pier" and according to which a contract was concluded with Queen management a year ago, expired on December 31, 2015.
That location has been drawn again in the new Plan for the installation of temporary facilities in the maritime domain for the period 2016 to 2018, but the procedure for its issuance has not yet been implemented.
This practically means that "Purkova mini marina", as the people of Tivat call this facility, has been operating illegally since the New Year.
Gardašević said that the Morsko dobro has not yet issued a call for public tenders for the lease of that location, so "like others, we are waiting in order to apply and thus continue using this part of the marine property".
"If our company Queen Management is not selected as the most favorable bidder, we will remove the existing temporary facility and return the space to its original state," announced Gardašević.
There is also a seasonal mooring in the new plan
The Maritime Authority confirmed that the floating "seasonal mooring" near the Island of Flowers is also foreseen in the new Plan of Temporary Facilities in the Maritime Authority Zone from 2016 to 2018.
"On April 27, the Board of Directors of JPMD adopted a decision on publishing a public call for the annual lease of piers and moorings, which was sent to the Government for approval. After receiving the approval of the Government, a public invitation will be announced, and its integral part will be the location 10.13", informed "Vijesta" from Morski Dobr.
They did not answer the questions - who is the current tenant of that location and how was the supply of water and electricity to that temporary facility resolved.
The inspector's double yards - no one touches the tycoon's facilities on the water
The day before yesterday, the Executive Service of the Administration for Inspection Affairs demolished an illegally built small mulo - a sunbathing area on Opatovo. This was done on the report of the controller of the Maritime Dobr.
This facility was built by one of the residents of Tivat last year in the area between the old mandrake in Bašići and the new mule with a floating platform for water scooters, which was built a few years ago by the controversial Budva businessman Branimir - Gugi Savić on the coast in front of his magnificent villa in Donja Lastva near Tivat.
The resident, who did not want his name mentioned in the newspaper, confirmed that he illegally built a small mule under a mulberry tree on Opatovo, but said that he wonders why the controllers of the Maritime Property and the inspection "are not equally effective when it comes to many other similar but larger much larger illegal construction activities of tycoons on the coast of Tivat".
