The directors of health institutions must be more organized and responsible to carry out daily controls on the consumption of medicines and the prescription of sick leave, with the absolute application of rationalization measures, which will not affect the quality of the provision of health care, said the relevant minister, Budimir Šegrt.
Today, he and his associates held a meeting with the directors of all public health institutions and their assistants for legal and economic issues.
"The apprentice told the directors of health institutions that they must perform their work in a much more organized and responsible manner, carry out daily controls on the consumption of medicines and the prescription of sick leave, with the absolute application of rationalization measures, which will not affect the quality of the provision of health care," the Ministry of Health announced.
According to reports, the apprentice said that the structural reforms in health care, the document that he presented last week at the thematic session of the Government, identified problems in the health care system, determined the measures that should be taken to solve them, established indicators for measurement and proving results and defined deadlines, the bearers of planned activities and the budget for their implementation.
He announced that the vision of the structural reforms, which received the absolute support of the Government, is an organized and efficient health system, based solely on the interests of patients.
The apprentice pointed out that the goal of the measures, which are foreseen in the Action Plan for the implementation of structural reforms from 2015 to 2017, is to improve the quality of the provision of health services, educate staff at all levels of health care, rationalize costs and continuously monitor work in all segments of the health system. .
He added that the goal is to use private potential through a private-public partnership in order to provide better, more efficient and cheaper medical services.
"The application of the foreseen measures shows that the state of the indicators is slightly improving for the first time, and at the same time there is a positive trend in the key consumption parameters, but also that a lot of work still needs to be done to improve the situation," said Šegrt.
The Ministry's press release states that the meeting was attended for the first time by the newly appointed director of the Health Insurance Fund, Sead Čirgić, who presented his vision of the Fund's development to the management of health institutions, in accordance with health policy guidelines.
"The primary goal of the Fund is the functioning of the system on a stable financial basis, where the funds follow the insured," stated Čirgić.
According to him, the current situation is that the Fund finances capacities, not services, and the goal, as explained by Čirgić, is for the Fund to pay invoices for services rendered to public health institutions, as well as to other providers of health services outside the public health system.
As stated, he pointed out that funds and costs should be managed in the right way, in order to arrive at a realistic cost of health services.
"In this way, a stable and sustainable health insurance system will be established and the opportunity to increase the standards of health workers will be opened. It is a long-term process that will require a series of planned, gradual and well-thought-out steps," explained Čirgić.
In this sense, as he said, there is a need for stronger control over the consumption of resources, i.e. cost management at all levels, primarily of drugs and medical devices, system regulation through various mechanisms, by adopting treatment standards and protocols and introducing the DRG payment model at the secondary level, with support information and communication solutions.
In this way, according to Čirgić, high-quality and timely health care is provided to the insured and ultimately the insured is satisfied, which is the aspiration and obligation of the Ministry and the Fund.
