The Ministry of Sustainable Development and Tourism "deleted" six open bars, popular open-air discotheques, as well as several fast food outlets on Budva's main promenade, which is located in the seafood area.

This, among other things, is written in the Program of temporary facilities for the zone of marine resources in the territory of the municipality of Budva for the period 2019-2023, which is signed by Minister Pavle Radulović.

This rejected the initiative of the Public Enterprise "Morsko dobro", headed by Predrag Jelušić, which, together with restaurateurs and shop owners, proposed to keep these shops on the side of the promenade facing the sea until October 2020, and in the meantime to prepare a planning solution for the arrangement of the Budva promenade.

It was the 1+1 initiative that led to a sharp polemic between the Municipality and "Morski dobr". Jelušić, otherwise the leader of the Budva DPS, also requested an opinion from the local administration.

The tenants of the locations and restaurateurs asked "Morski dobr" to keep their premises, and as a justification they stated that the state loses as much as a million euros annually. They proposed that the money generated from the lease of those locations be saved for those two years and redirected to the improvement of the promenade, because by removing the buildings, the area will be turned into a mockery for this season.

Radulović, however, as can be seen from the document, practically deleted all the bars, i.e. left them as they were in the draft of the Program.

Thus, six popular discotheques, some of which have existed for more than two decades, "Trokadero", "Paris", "Ambinete", "Rafaelo", "Maltez" and "Miami", are not planned for the next five years.

Several fast food outlets, temporary restaurants, as well as the sale of ice cream and drinks from refrigerated display cases were also "deleted".

A few restaurants were left, but they were forbidden to sell burgers and other grilled specialties on the side facing the promenade, as was the case in previous years.

"Temporary facilities that are distributed in the area of marine property are very diverse in terms of their shape, purpose, applied materials, method of installation and use.

A large number of installed facilities can be characterized as "unsuitable" for reasons of non-functionality for catering, trade, etc. as well as the fact that they often obstruct normal pedestrian traffic, overlook the sea and do not fit into the environment.

One of the major negative sides of these buildings is precisely the low level of their design and fitting into the environment, and as such they are a very negative factor in the urban sense", states the Program of Temporary Buildings published on the MORT website.

As the initial concept of the program, Radulović's department states that "the existence of temporary buildings is not a feature of a highly urbanized environment, except in very rare and for some reason special locations".

"Therefore, the long-term concept of the development of the area of marine property must include the full implementation of urban development outside the framework of the Program of temporary facilities, and in accordance with the adopted State location studies and other detailed regulation plans".

"Morsko dobro" has repeatedly emphasized that it has initiated the removal of around 80 temporary structures along the Montenegrin coast that are not suitable for the most exclusive zone.

"In the 'Morski dobr' initiative, it was also proposed that temporary facilities on the Slovenian coast remain for another 1+1 year, until we proceed with the arrangement of the zone that has yet to receive other tourist facilities," this public company announced recently.

The Ministry supported the Municipality

On the eve of the New Year, the Municipality of Budva adopted its Plan of Temporary Facilities, with which it removed as many as 250 kiosks and stalls from the promenades in Budva, Bečići, and Petrovac.

This decision of the Municipality, which was supported by the entire ruling coalition, met with harsh condemnation from the tenants, above all the location on the plateau of the Adriatic Sea.

The 40 entrepreneurs, who held stands as part of the "Consumer Goods Bazaar" event, are protesting every day, demanding that their temporary facilities be returned.
