The Minister of Health, Budimir Šegrt, will request the resignation of the director of the Health Insurance Fund, Kenanan Hrapović.
The apprentice said in the show "Ziva istina" that if Hrapovic himself does not resign, he will propose to the Government his dismissal, because there are a lot of disagreements between them, not on a personal level, but, as he stated, on the level of logic and principles.
"I detected some a long time ago and tried to overcome them, and I declared that we work together. There was no understanding, I feel that sometimes a person needs to make a personal deviation. If that doesn't happen, without a doubt, I will use my legal powers and make a proposal to the Government of that kind," said Šegrt.
Asked if the announcement of Hrapović's dismissal was revenge for unresolved accounts from the period when Šegrt was the director of the Meljine hospital, the minister said that there was no conflict with him then, but there was a professional misunderstanding.
"Even then, I fiercely, principledly and expertly commented on the work of his assistants, I even once said that he would have failed the surgery exam with me," said Šegrt.
He said that he was not satisfied with the findings of the chief budget inspector who, on his order, examined the operations of the Health Insurance Fund and showed that the health institution spent funds in accordance with the law and for the purpose.
"For that level of control that I am familiar with, I can say that it was not done properly. What was the subject or order of the inspection was not treated at all through that report, so I see that report as less important. I believe that the chief budget inspector did not do his job well," said Šegrt.
Asked where he noticed that the money was being spent irrationally, given that the chief inspector's report states that the Fund's debt arose because the needs were beyond what the state budget determined, Šegrt said that there were three areas in question.
"Through a lot of analysis, we have seen that bills are being paid that do not insist on the quality, first of all, of health services, and on the other hand, care is taken that it can be done cheaper in another place and with better organization, without affecting everything at the same time. on the quality of health care. "There are three areas: the consumption of medicines, the costs of sick leave and sending patients for treatment abroad," explained Šegrt.
According to him, the position of the Ministry of Health was that the termination of the contract with private pharmacies, which caused a lot of negative comments, was within the exclusive competence of the director of the Fund and that he did it independently.
Šegrt added that the representatives of the Board of Directors, Gorica Savović and Mirjana Pešalj, spoke in favor of terminating contracts with private pharmacies, but that no one from the Health Fund was against that decision.
"The Ministry of Finance did not approve the decision of the Health Fund to sign contracts with private pharmacies. There is an economic reason. Don't tell me that the Fund signed a contract with private pharmacies on its own, against the will of the Government," said Šegrt.
He pointed to the fact that there is no consent from the Ministry of Finance, which should have existed for that contract. "We do not put the signed contract in bad connotations".
