Although without a special vehicle for removing illegally parked cars one cannot imagine effective maintenance of communal order in the city, nor full success in implementing the concept of charging for parking on public areas, which was started last year, none of the authorities in Tivat have in their work plans or budget funds for 2019, predicted the purchase of the "spider" vehicle.
The purchase of a "spider" is not included in the budget and capital investment plan of the Municipality for 2019, and the purchase of that vehicle was not included in the work program with the financial plan for this year, nor was the municipal company Parking System Tivat (PST). Although in recent days, since that service was indirectly subordinated to the Directorate for Inspections of the Municipality, the work of the Municipal Police has significantly improved and much more order has been introduced in the city to combat illegal parking, all efforts will not have a real effect until the "spider" is acquired. In the previous two years, that special vehicle was hired in Tivat for only two months during the peak season, and the "spider" was rented by the Municipality for those needs from the Communal Police of Podgorica, that is, from a private Tivat company.
The parking system expects revenues in the amount of 718.000 euros, while the company's planned expenses are almost 690.000.
Although the "spider" was in the city for a relatively short time, it turned out that the mere presence of that vehicle had a preventive effect on negligent drivers. Despite this, the PST in its work plan for 2019 did not foresee the purchase of a "spider", and the Municipality did not do this because they believe that the PST earns enough money by performing the monopoly economic activity entrusted to it by the local self-government, that it can buy a "spider" from its income.
