The citizens of Budva who submitted bids for renting the beaches called on the chief special prosecutor Milivoj Katnić to prevent manipulations in "Morski Dobr" and stop the announced cancellation of the tender.
Twenty potential tenants who, they say, are revolted by the suspicion that the tender will be canceled because Marko Gvozdenović, the son of Minister of Sustainable Development and Tourism Branimir Gvozdenović, allegedly failed to lease the beach, which, they claim, would lead to chaos.
"We do not accept any explanations, because we leased the beaches after submitting the best offers. By canceling the tender, we would create an unprecedented situation. Now it is known exactly who offered how much for which beach... This is probably consciously creating space for someone to rent the bathing spots they want at the re-tender. It is enough to offer a few thousand more...", said 20 tenants.
Morski Dobr rejected the accusations that they intend to cancel the tender under pressure, or in the interest of anyone, and that this will be done due to omissions in the public invitation, that is, the tax certificates that should have been submitted with the offer.
"Vijesti" announced yesterday that Budva's Đorđe Popović and Danilo Nikolić announced the filing of criminal charges against the authorities from "Morski Dobr". The two of them offered the most money for Ričardova glava beach, that is, for the swimming pool at Slovenska beach.
Popović offered 55.250 euros for the annual lease of Richard's Head, significantly more than Podgorica businessman Branko-Banja Vujošević, who has managed the beach for the past few years. Nikolić offered 45.000 euros for the lease of the swimming area in front of the "Torch beach club" pool, four times more than the company "Torch platforms", which offered a euro more than the initial price. It is a swimming pool run by the British company of the same name, which the Budva opposition associates with Marko Gvozdenović...
The people of Budva who submitted the offers announced yesterday that they are ready not only to file criminal charges, but also to seek material compensation.
They warn that in the repeated tender there could be "conflicts between numerous interest groups whose centers are in Podgorica, who want to get hold of the most attractive parts of Budva".
"All of this indicates that someone intentionally staged this entire situation, in order to repeat everything from 2013, when numerous tenders were rigged, which the director of 'Morski Dobr' admitted to the prosecutor at the time... This is clearly happening now. , so no means are chosen to deny the rights of those who have legally obtained bathing facilities. For this reason, the engagement of a special prosecutor is necessary, in order to prevent new frauds in time".
The former director of "Morski dobr" Rajko Barović agreed about half a year ago to pay 7.000 euros to charity, so that the Special Prosecutor's Office would not prosecute him for the illegal leasing of beaches.
Marine asset: Valuation stopped due to omission
The Sea Dobr announced that the tender evaluation procedure was stopped, because they "subsequently determined" that "an error occurred".
They state that the public invitations were not aligned with the decisions of the Management Board, that is, that the "wrong" tax certificate was requested.
"The mentioned error constitutes a formal lack of procedure that could cause the subsequent annulment of decisions possibly made on the basis of such an Invitation. In such a situation, damage to future users and consequences for the normal functioning of the swimming pool could occur. For the reasons stated, the process of evaluation of bids was stopped and information about the problem was submitted to the Board of Directors", says the statement signed by the director of the Sea Property Mihailo Đurović and his assistants Rajko Malović and Dragoljub Marković.
