In the findings and recommendations for chapter 28 - Consumer and health protection, it is stated that Montenegro is "moderately prepared" for health and consumer protection and that, although there has been "some progress in this area", a significant harmonization of legislation is needed in order to EU standards and qualities have been met.
This practically means that the country is rated three, given that the EC used a methodology according to which the terms "at an early stage, certain level of preparedness, moderately prepared, good level of preparedness and advanced level" were used to describe the current situation in relation to EU standards. preparedness".
"In the coming year, Montenegro should especially do more to improve health promotion, prevention and achieve a sustainable improvement in patient safety and the quality of health care," the report says.

The recommendations also state that sustainable financing of services in the field of HIV/AIDS should be provided and capacities to provide psychosocial support and assistance to patients with chronic diseases should be improved.
Montenegro must do more to implement the national strategy for the prevention of drug abuse, especially among young people, and civil society should be actively involved in the work of the National Council for the Prevention of Drug Addiction.
In the Progress Report, it is written that a new Institute for Blood Transfusion has been opened, but that it is not yet fully functional.
"Montenegro must harmonize its legislation with the acquis of the EU on substances of human origin and adequate capacities for the implementation and application of laws covering blood, tissues, cells and organs should be provided".
The recommendation is to improve the mechanisms for enforcing patients' rights in cross-border health care and raise awareness about it, because when it comes to that area, we are still in the early stages.
The EC states that activities were carried out to inform the Roma population about their right to health care and that the Action Plan for improving the quality of mental health care was adopted in July.
