Even after two years, not a single facility, out of 13 "priority" ones planned for adaptation to people reduced mobility and people with disabilities, to date, has not been adapted, believes Marina Vujačić, executive director of the Association of Disabled Youth of Montenegro (UMHCG).. "Last year, most of the money was returned to the budget due to the treasury method of doing business, while hospitals, faculties and courts are still inaccessible. The same will probably happen this year as well. In the Action Plan for chapter 23, the measure is defined: "Continue to provide accessibility to facilities in public use for persons with disabilities and persons with reduced mobility according to the Action Plan for adapting 13 priority facilities in public use for access, movement and use by persons with reduced mobility and persons with disabilities for 2014." The indicator states "the number and name of objects to which access is enabled", and that the provision of accessibility to objects in public use will continue according to the Action Plan for the adaptation of 13 priority objects, after the adaptation of three objects that are planned to be implemented in December 2015. ", Vujacic writes in the announcement.
She reminds that in the first semi-annual report on the implementation of the Action Plan for the 23rd negotiation chapter - Judiciary and fundamental rights, which was adopted at the session on July 09, 2015, the Government states that the adjustment will continue according to the Action Plan, namely the one that should have been implemented by the end of 2014.
"One of the three planned objects for priority adjustment in the first term is the Parliament of Montenegro, an institution where they guarantee our rights, and when they need to respect them they find justifications. 2014 passed. The Parliament set new deadlines for themselves, so it was current the one in April, then August, then October, so that now the Assembly would indicate that it will be December 2015. While in Europe every year an award is given for the most accessible city, perhaps the only thing missing is "a little creativity" so that the competent authorities come up with an event to mark two years since the adoption of the Action Plan and thus encourage us, as they do analyzes seven years after the adoption of the law, as three years is implementing the Action Plan for adapting 13 facilities, so we still have to be patient and wait. Maybe the authorities should remember that we should also live. Is anyone in this country aware of what would happen if people with disabilities used legal protection mechanisms? What would happen to the institutions and until when would they be blocked from working? Should one of the scenarios from America be repeated, when Americans with disabilities "conquered" the State Department by crawling and thus fought for their rights? Or maybe this is progress in European integration that we are not aware of?" concludes Vujacic.
