Five years since the Regional Water Supply (RV) on the coast was put into operation, dry taps are still high on the list of complaints from tourists.
Thus, an investment worth over 100 million euros is not yet serving as planned and does not guarantee regular supply of drinking water to coastal municipalities, so restrictions are very common in the middle of the tourist season. That company claims that they are not paying for water supply to six municipalities on the coast, because the quantities they supply depend on what the local waterworks demand.
"Relevant factors in the water supply sector on the coast have not yet realized the importance of this project for a better quality of life for the local population, but also for the development of prestigious tourism projects, because today in only two municipalities - Tivat and Herceg Novi, investments in the total value of two billion euros are realized, which are not would have been if the government had not built RV", said the company in its answers to the questions of "Vijesti".
They specify that as of September 2010, there is no reason why there would be a shortage of drinking water in coastal cities "even during the most extreme weather conditions or the most demanding needs during the summer months and peak tourist season."
They point out that RV has enough water and that there is no need for restrictions, but that the company has no mechanism to deliver additional quantities if the local water supply has not requested it: "It is clear that this is an inefficient and disastrous way of functioning for all of us. In six municipalities on the coast, we have as many as eight companies that are engaged in identical work, and in addition", they say from RV.
They state that the data best supports the fact that RV did not have and does not have a problem when it comes to supply, so 59,5 percent more water was delivered to Budva than in July 2014, in Tivat 65,2, Kotor 39, Ulcinj 78,3, 194.473 percent. They state that Bar did not take water from RV last year in July even though shortages were frequent, but this July XNUMX cubic meters were delivered to that municipality.
"In this situation, should we at all be reminded of the winter period, when there are requests from certain waterworks not to take over even the minimum contracted amount of water that the Regional Waterworks delivers to them, at a fixed annual price of 0,29 euros per cubic meter? And should we remember the enormous pressure of local water companies to make the contracted minimum water volumes even significantly less, about which proceedings were initiated before the Agency for the Protection of Competition", asked the RV.
They explain that Budva and Tivat most readily welcomed RV services, and that they have the most problems with Bar: "Many locals contact RV, especially from Sutomore, and complain about the restrictions. We consider it absolutely unacceptable that any settlement that is connected to the local water supply network, and to which water can be delivered from the Regional Water Supply, in such hydrological conditions, does not have water".
There is no economic calculation for the construction of the second phase of RV
The RV states that the question of making a decision on the construction of part of the second phase is already being raised in terms of laying another pipeline from Budva to Tivat, which would create the conditions to deliver 600 liters per second to these municipalities.
"The essential question is whether it is necessary for RV, with the support of the state, to finance the second phase of the system on this part of the coast, and to keep the annual utilization of the system at the level of only 15 to 20 percent, as it was in the past five years? It is clear that such an economic calculation does not exist. On the other hand, inheriting a responsible attitude towards the satisfaction of the public interest and the orderly supply of quality drinking water to all consumers, the Regional Water Supply will in the coming period consider the possibility of expanding capacity on this part of the coast, along with significant changes in the concept of functioning of the water supply sector on the coast. This means that the coastal municipalities and their water supply companies must accept the reality of the last five years and establish a more responsible relationship with the Regional Water Supply", they say from the Regional Water Supply.
Cetinje received half a million in aid, but they have to pay it back
Although Cetinje is not part of the regional water supply system, the RV believes that the reason for the water shortage in that city is connected to large losses in the network and insufficient amounts at the water source.
"RV invested 500.000 euros through professional and financial assistance based on the Government's decision to improve the state of the Cetinje water supply system. Of course, we have a big problem with "Vodovod" from Cetinje, because the contractual relationship of the return of the mentioned loan funds to the Abu Dhabi Development Fund has not yet been defined," said the RV.
