The tenants of the solitary apartment in the center of Podgorica, where the company "Carine" has started preparations for the construction of a four-star hotel, have until yesterday collected over a hundred signatures for a petition, which they will hand over to the mayor, Ivan Vuković, with the intention of stopping the project and conducting a revision of the project documentation. .
Citizens from neighboring buildings have also announced their support for the tenants, because they believe that "the construction of the hotel, as well as the planned extension in the courtyard of the building behind the solitaire, would significantly impair the quality of life in the city center".
"We hope that our initiative will bear fruit, because what they intended to do is against logic and expertise. On the courtyard side, an extension is planned on the already usurped part, as well as the construction of a new hotel of several apartments", pointed out architect Pavle Popović.
He said that he hopes that the citizens' appeal, as was the case with the Malih sports stadium near Gorica, where the construction of villas was planned, but which was stopped, will be enough for the authorities to consider whether they will allow the plan to be realized. Customs".
"Over a thousand citizens are directly threatened by this plan. The Small Sports Stadium was supposed to replace the villas, but that plan was withdrawn. "With the implementation of the plan, the tenants' space would be reduced and they would be looking at the wall," said Popović.
The company "Carine" has started preparations for the reconstruction of the catering facility, and the owner Čedomir Popović told "Vijesta" that it will take ten days, after which the reconstruction will begin.
Popović told "Vijesta" that they received a building permit for the mentioned works and that they have all the necessary documentation.
"The main works will last two to three months, and will be carried out in stages. We will invest around three million euros in the hotel, which will have four stars. The hotel will have about thirty rooms", said the owner of "Carina".
Architect Popović pointed out that it is not clear to him how his profession could allow the project to go through.
Čedomir Popović told "Vijesta" that the consent to the conceptual design was given by acting chief state architect Dušan Vuksanović.
"According to the professional code of architects of Podgorica, a member of the society does not have an interest in his work that is above the interests of the society in which he operates. The main goal of an architect's work is general and individual progress among people, through the improvement of the environment in which they live. That is why he undertakes not to make or contribute to the decline of these relations with his work", said the architect Popović.
"It is unthinkable that the statics of solitaire are violated"
Architect Popović pointed out that the solitaire was built according to all the parameters of the profession, and that there was no damage during the 1979 earthquake.
"And now the intention is to build rooms, demolish partitions and load-bearing walls, disrupt the statics. It's unbelievable," Popović pointed out.
The tenants pointed out that for a long time they have been exposed to a gross violation of the right to free use of personal property and freedom of movement.
"About 150 solitaire tenants pass between the restaurant terrace on the sidewalk in front of the building every day in order to reach their entrances. Solitaire with three entrances, 49 apartments and the same number of families, from a residential building with several business premises, was transformed in the last decade into a hospitality facility of the company 'Carine', with a restaurant in the basement, a cafeteria on the first floor, a kitchen and a garden on the sidewalk of the main roads", said the tenants.
