The Ministry of Education should provide free textbooks and school supplies for all elementary school students in Montenegro, according to the representatives of the Democratic Front (DF).
They refer to the constitutional provision which stipulates that primary education is compulsory and free.
Amendments to the Law on Basic Education and Upbringing, proposed by DF MPs, provide for the obligation of students to keep textbooks and school supplies and to return them undamaged to the school at the end of the school year.
"A student cannot take textbooks for the next grade if he has not returned the ones for the previous grade," says the law, which was proposed by Milutin Đukanović, Branka Bošnjak, Janko Vučinić and Vladislav Bojović.
It is specified that if a student loses or significantly damages a textbook, his parent is obliged to acquire and return it or to compensate the school for the damage based on the cost price of the textbook.
Amendments to the Basic Education Act will be considered tomorrow by the members of the Committee for Education, Science, Culture and Sports.
