The Dukljan Academy of Sciences and Arts (DANU) continues to live and work in conditions that are not favorable, but it and its fate, as well as its non-governmental status and work, will not be decided by another, status-governmental Academy, which derives the right to its privileges from the Montenegrin state - the party politics that formed CANU in the previous, self-governing socialist order," said academician Sreten Perović, president of DANU.
"DANU reminds that in that other academy, in CAN, from the beginning there were both strong and weak personalities, progressive and regressive oriented, Montenegrin and anti-Montenegrin, initially covert and later open chauvinists and militarists, but also pacifists, anti-militarists and ecumenists, experts and ignoramuses, humanists and misanthropes, creators of a supranational format and persons who have neither name nor surname in science and art. And all this is not specific to Montenegro; such phenomena are also observed in other academies, not only in the ex-YU region and other neighboring countries The Montenegrin specificity, however, is undoubtedly an already established phenomenon that the state academy - through the statements and long-term activities of its representatives and militant academics - causes serious damage to the reputation of the State and its leading institutions, does not recognize (or, what is even more dangerous, partially "recognizes"! ) the laws of his State, he disparages its leaders - state, scientific, artistic", pointed out Perović.
He added that DANU was founded on Bastille Day - July 14, 1999, not to celebrate the French Revolution, but to emphasize its program commitment, which, along with multidisciplinary creativity, also includes a critical revaluation of Montenegrin state and cultural history, rejecting any what kind of inferiority to the spiritual values of numerous - closer or more distant countries and peoples.
"Relying on the age-old Montenegrin liberation tradition and the universal meaning of the anti-fascism of the July 13 uprising of the Montenegrin people, DANU respects everyone's determination - national, religious, ideological, political and any other, provided that the actions resulting from that determination do not threaten rights and freedom others. DANU does not accept the situation in which the core identity of the Montenegrin people is mocked: Montenegrin culture, Montenegrin language, Montenegrin Church and - DANU. By disobeying the Law and the amphilochian actions that such a situation produces, the so-called "the highest scientific institution" provides ample arguments for DANU to file criminal charges against the leadership of CANU, which, in our opinion, should have been done ex officio by the state prosecutor," said the president of DANU.
Perović points out that DANU notes with regret that the humiliation of the most valuable scientific and artistic creators, state authorities and applicable legal norms continues, and expresses the greatest degree of misunderstanding that such a range of ill-mannered, arrogant, insolent behavior is tolerated, which becomes a huge obstacle to the realization of human and civil rights. rights and the development of democracy in Montenegro.
"Three years of experience shows that, with full loyalty to the government's project for the merger of CANU and DANU, we waited in vain for the adopted law to be implemented, and we cannot only talk about the naivety of DANU. Regardless of this negative experience, Montenegro should not be afraid of the "duality" of national institutions, because we would not even want the prescription that was applied in the decreed abolition of the state Russian Academy of Sciences and four other academies, which are despite all resistance from academics, first abolished and then "united" into the New Russian Academy of Sciences, which was designed as a social organization under the full supervision of the Government and the Russian President," Perović claims.
According to him, in the first years of operation DANU was supported by the state as an important national institution of science and art, and from the beginning it was not financially equal to the privileged CANU, and since 2003, i.e. for more than a decade, it has not been financed by the state at all .
"Since that time, DANU has been surviving and working in extremely unfavorable conditions, with symbolic donations from well-wishing citizens, friends and admirers of our creativity, followers of our efforts to make Montenegro better, more humane, more cultural and - more dignified. Today we see that we are in the realization of that great dream only partially succeeded. But we continue to work, we help and direct ourselves and the Dukljan Academy with our own funds, and we are not angry that our country invested so much trust in the other - to design and constitute a project of fundamental importance "Montenegro in the XXI century - in era of competitiveness". We are not even happy that the State invested a million and several hundred euros in that project, and we are even less happy that the results of the Project, published in sixteen books, are inadequate, but completely forgotten," explains Perović.
The President of DANU expresses his deep gratitude to expatriate societies and organizations and their representatives - for selfless, homeland support and help, which they especially showed during the Referendum for the independence of Montenegro.
"We owe them special thanks for their recent caring messages to Montenegrin statesmen - not to forget the creative, identity and patriotic contributions that DANU, through the works and activities of its academics, incorporated into the Pantheon of Montenegrin independence, sovereignty and freedom. DANU it does not go down in history; it has long been an important segment of contemporary Montenegrin history with its activities and the works of its academics! Her critical vigilance and creative contribution still radiate and mean as much today as in the days of its foundation," concluded Perović.
