In Bjelopolje hospital, a disciplinary procedure must be carried out and procedural responsibility for violated working conditions must be determined, said the Minister of Health, Budimir Šegrt, and emphasized that this process has nothing to do with the investigation or court proceedings, nor does it prejudge anyone's guilt.
The apprentice told journalists in the parliament, after being appointed minister, that he would visit Bijelo Polje today or tomorrow and talk with the employees of the General Hospital, as well as with the parents of infected babies who had been on strike for days in front of that health facility, demanding the suspension of the former the director of the hospital, Tomislav Jeremić and the heads of Neonatology and Gynecology, Haka Tahirović and Zvonko Puletić.
He reminded that all hospitals in the Montenegrin health system are institutions that must provide a safe and secure way of treating the injured and sick at all times, 24 hours a day, 365 days a year, and also provide adequate conditions for employees to perform that activity.
"Any violation of the organization and special working conditions in the hospital is subject to disciplinary proceedings," explained Šegrt.
According to him, it is an indisputable fact that the working conditions in the neonatology and gynecology department of the General Hospital in Bijelo Polje were significantly impaired.
"Procedural responsibility must be established through the disciplinary process of the people who contributed to this," emphasized Šegrt.
This, as he explained, is an internal procedure that protects the integrity and safety of each organizational unit in the General Hospital, "so that even after an unfortunate event, citizens can come to the hospital and know that it is safe and secure, and that it provides quality healthcare protection".
"Unfortunately, what happened was that the disturbance of those conditions was first of all recognized through investigation or court proceedings. However, that process in the hospital that must be carried out has no administrative or legal connection with what the investigation will prove and whether criminal proceedings will be initiated," said Šegrt.
As he stated, initiation of disciplinary proceedings and suspension therefore do not prejudge anyone's responsibility, except as permitted by the proceedings.
"My intention is to visit the employees of the General Hospital as soon as possible, today or tomorrow, and to express my principled position to people who, unfortunately, we know how they manifest their dissatisfaction," said Šegrt.
He said that the public will be informed about it in a timely manner.
"I would like to present the details in a conversation with the people who are on strike, with the employees of the hospital and with the president of the municipality of Bijelo Polje, Aleksandar Žurić, who tried to help as much as possible and ensure the impression of citizens that it is safe to work adequately in that hospital," he said. is the Apprentice.
Speaking about the Ministry's priorities in the coming period, he said that the department, together with all healthcare workers in Montenegro, will make an effort to provide quality and efficient healthcare to citizens.
"This goal can be achieved through permanent education, better organization and communication within the health system, permanent monitoring of the quality of work and the introduction of new methods and procedures that will expand the activity of health care", assessed the Apprentice.
Pažin: The priorities are further strengthening and affirmation of the rule of law
He added that a great effort will be invested in trying to raise the standard of healthcare workers.
The newly appointed Minister of Justice, Zoran Pažin, said that there is no doubt what the Ministry's priorities will be in the coming period.
"It is a further strengthening and affirmation of the rule of law, first of all through dedicated fulfillment of the conditions from Chapters 23 and 24, which are the core of the integration process of Montenegro into the European Union," Pažin said.
Next, as he stated, is a very demanding phase of implementation of the complex legal framework that has been adopted in the meantime.
"There needs to be fine-tuning of various segments of the whole so that it can functionally perform its tasks, above all when it comes to the fight against corruption and organized crime," explained Pažin.
He assessed that in the previous period, the Ministry of Justice made an extraordinary effort to come up with quality solutions, in very modest conditions when the resources in question are often in the "need" to pass legislative solutions on time.
"When it comes to the work of the courts, the curiosity may be that their success is better noticed and noted by international partners than the situation in the Montenegrin public," said Pažin.
He assessed that the Montenegrin courts have made great progress when it comes to resolving backlog cases.
"And it is quite certain that the Montenegrin judiciary in that area is even ahead of some old EU members with a long democratic tradition," believes Pažin.
According to him, the challenge when it comes to the courts is the need to work very intensively and seriously on strengthening the knowledge, expertise and professionalism of the courts, which must respond to new modern conditions that are, in fact, a challenge for the entire Montenegrin society.
When it comes to the prosecution, as he said, real results are expected there, above all the filing of high-quality indictments.
"Quality, meaning those indictments that can withstand not only the test of time, but also the control of fairness from the courts that give the last word", explained Pažin.
He said that he would pay special attention to the Constitutional Court of Montenegro, "which should be the crown of the legal order in Montenegro".
"In the need to fight effectively against corruption and organized crime, which is certainly a priority, another aspect must not be neglected, namely human freedoms and rights. "It is necessary to balance the efficient conduct of criminal proceedings with all those international legal standards that refer to the rights of suspects and defendants," said Pažin.
Kovačević: One of the priorities is the abuse of social benefits
The Minister of Labor and Social Welfare, Zorica Kovačević, said that in her future work, she will decide to continue the regular payment of pensions and social benefits, the reform of labor legislation and the fight against the gray economy on the labor market.
"My intention will be to cooperate with the non-governmental sector and system institutions that are connected to this Ministry," Kovačević said.
When asked whether she will deal with the abuse of social benefits, she said that this will also be one of the priorities.
"What follows is, of course, a greater control of the work of the centers, especially in relation to social benefits and new personnel solutions, for the simple reason that my main goal is to work according to the law. So, I will not allow any abuse in any part of the department that I lead," said Kovačević.
Bošković: Harmonization of supply and demand on the labor market is one of the key tasks of the Ministry of Education
The Minister of Education, Predrag Bošković, said that the biggest challenge will be harmonizing the education system with the labor market.
According to him, the education sector, especially higher education, has so far not met the needs of the labor market.
"And precisely that harmonization of supply and demand on the labor market will be one of the key tasks of the Ministry of Education.
He said that the enrollment policy at the faculties in the previous period did not correspond to real needs.
"That's why we had about 30 foreign workers on the labor market, who received work permits because there was no adequate staff in Montenegro," explained Bošković.
