Although at the end of last year, when the financing agreement was signed, it was announced that the construction of the 23-kilometer road from the Pljeval village of Kosanica to Bobovo would begin this year, as soon as the weather permits, work has not yet started. It is uncertain whether the project will be implemented this year as well.
Municipal Secretary for Spatial Planning Dragan Šubarić said that the project has not been abandoned and that "something will be done on the road" this year, but that it will probably not be asphalted, as announced, due to financial problems of the project implementer. Šubarić said that the project of the road to Glibać has been completed, and the project of the branch to Bobovo will be completed in a month at the latest. A working group has been formed that will supervise the implementation, and the bearer of the work will probably be the Coal Mine.
During the signing of the partnership agreement for the financing of the road renovation, at the end of last year, the then president of the Pljeval Municipality, Dr. Filip Vuković, said that the project documentation for the road from Kosanica to Moraica had already been completed, and that during January of this year, they would also complete the project for the road to Meštrevac.
"There are no major property-legal disputes on the route, and very little land needs to be exempted, so I am sure that in the second half of next year we will have a new, high-quality road from Kosanica to Jelovo Panj," said Vuković confidently at the time.
The partnership agreement for the financing of the reconstruction and construction of the Kosanica-Bobovo-Meštrevac road on behalf of the institutions and companies that will finance its construction was signed by the Director of the Traffic Directorate Veselin Grbović, the President of the Company "Vektra Montenegro" Dragan Brković, the Minister of Agriculture, Forestry and Water Resources Milutin Simović, Director of the Directorate of Public Works Žarko Živković, President of the Board of Directors of the Coal Mine Predrag Bošković and President of the Municipality of Pljevlja Dr. Filip Vuković.
The estimated value of the works is four million euros, of which one million euros each was to be provided by the Traffic Directorate and the company "Vektra Jakić", and 500.000 euros each by the remaining four signatories of the agreement - the Ministry of Agriculture, Forestry and Water Management, the Directorate of Public Works, the Coal Mine and Municipality of Pljevlja.
According to "Vijesti" information, the Ministry of Agriculture has so far only paid its part of the obligations, not long after signing the contract.
President of the Board of Directors of the Coal Mine, Predrag Bošković, told "Vjestima" that it depends on the Municipality when the implementation of the project will begin.
"With the contract, we have committed to participate in the construction of the road through the engagement of machinery and labor up to the amount of half a million euros. We still stand firmly behind it. We are ready and when the municipality starts implementing the project, we will take part in it," said Bošković.
And the spokesperson of "Vektra" Milić Popović believes that the realization of the project depends on the Municipality.
"As soon as they decide to go, we will fulfill our part of the obligations," Popović said.
In the contract, "Vektra" undertook to invest one million euros.
"This does not mean that we will pay one million euros, but that we participate in the project in that amount through the hiring of machinery, as well as the services of the asphalt base and concrete mixer that we have," said Popović.
The road reconstruction and construction project includes three sections: Kosanica-Glibaći, Glibaći-Bobovo and Bobovo-Jovići-Moraice-Jelov Panj, with a total length of about 23 kilometers, and it was supposed to be realized during this year.
In a later phase, it is planned to build another 17 kilometers of road to the village of Meštrevac on the Montenegrin-Bosnian border.
About 3,5 million euros are needed for that section of the road.
Not fairyes prime minister cheats of the KGB
Last year, the residents of the villages of Kosanica, Glibaći and Bobovo enthusiastically welcomed the decision to build a modern road, which they jokingly called the "KGB road" as an acronym for the name of the village through which it passes.
They were especially sure that the road would be completed on time, because Montenegrin Prime Minister Milo Đukanović had promised them that.
Now they feel cheated, but they believe that the Prime Minister will keep the promise he made to them.
The President of the Local Community of Bobovo Nedeljko Ćirković said that it is not fair to the locals who live in this area that the road is not built.
"I believe that it is not fair that the road is not built, just as it is not fair that the machines and vehicles of those who exploit the forests in this area are destroyed," said Ćirković.
