The draft law on electronic administration strives to improve the environment in which public administration will be a service for citizens and businesses, so that citizens and business entities will communicate with public administration at any time and from any place.
This was announced at a round table organized by the Ministry of Public Administration on the occasion of a public debate on the Draft Law on Electronic Administration. As announced, the state secretary of the Ministry of Public Administration, Dejan Abazović, and the head of the Directorate for Interoperability of Registers and Normative Affairs, Bojana Bajić, spoke at the round table.
Representatives of the Ministry of Public Administration in the introductory part of the presentation pointed out that one of the main priorities of the Government is digitization and the development of a modern, digital state.
"They pointed out that one of the key reasons for the adoption of the new law is the further improvement of legal solutions that should eliminate certain weaknesses and problems that have shown up in practice," the announcement reads.
The goal, they believe, is to additionally regulate the field of electronic administration, in accordance with its real and projected needs, both from the aspect of development needs, and in accordance with the requirements of international integration processes.
"The new legal solution seeks to improve the environment in which the public administration will be a service for citizens and the economy in such a way that citizens and business entities can communicate with the public administration at any time and from any place," the announcement specifies.
As specified, the new law on electronic administration regulates in more detail the use of information and communication technologies in administrative bodies at all levels, both in performing tasks within their competence, and in communication with citizens, companies, other legal entities and entrepreneurs.
"The draft law on electronic administration prescribes the handling and use of the unified information system of state administration bodies, the information and communication network of state administration bodies, the network domain of state administration bodies, the single system for electronic data exchange, the establishment of a meta-register of registers and information systems, as well as other resources necessary for electronic administration," said the relevant Ministry.
In addition to the above, the electronic communication of state administration bodies, the method of using and granting licenses, the obligation to publish the catalog of electronic administration services, the method of uploading documents in electronic form, the system for electronic identification and authentication and the system for electronic collection of administrative fees are prescribed.
"Also, this legal solution will create the conditions for citizens, the economy and the state to use new technologies to the greatest extent possible, to perform tasks faster, more efficiently and cheaper, as well as the implementation of this law will increase transparency and trust in the work of public administration." the announcement concludes.
