Members of the NGO "Aktivna zona" from Cetinje reminded and reminded the document of the Local Action Plan for youth with a panel discussion "Youth on youth policy" and initiated its implementation.
The president of this NGO, Miloš Marković, assessed that the position of young people in Prijestonica is unenviable and that both the local government and the opposition parties in the Cetinje parliament should pay more attention to solving that problem.
"It is not difficult to choose which problem needs to be solved more urgently when it comes to young people, the problem arises when there is no will to solve it, but no financial resources. It's easy to make a strategy, come up with goals and say who is responsible for what, but what we're trying to do is make it happen," said Marković.
The local action plan for young people in Cetinje was adopted in 2012 and is a strategic document that helps solve the problems of young people in the areas of education, employment, health, culture, their position in society and family, and the use of free time. 
Dejana Dizdar, coordinator of the sector for program activities in the NGO "Aktivna zona" pointed out that the plan is to create an "Annual Action Plan for Youth" for 2015, which will contain realistic proposals for improving the position and participation of young people in society.
The new Secretary for Social Policy and Youth, Božidar Drecun, also spoke on the panel. He promised that the local government will listen and that in cooperation with the Youth Council of the Capital of Cetinje, as well as in cooperation with the civil sector, they will draw up an activity plan for 2015 and form a team to monitor the implementation and development of LPAM.
"The formation of this body will enable efficient work, because it will include people who worked on the development of the plan and who have experience in monitoring and evaluating local strategies, work in the non-governmental sector, experience in working with young people and knowledge of documents and legal frameworks at the state and at the local level," said Drecun.
The NGO Aktivna zona has committed to being the main initiator of changes when it comes to the participation and position of young people in Cetinje.
The start of the panel discussion was delayed by 30 minutes, so the organizers were forced to change the venue at the last minute. According to them, the National Museum of Montenegro did not comply with the agreement on the transfer of space, which the participants of the discussion strongly condemned.
Nevertheless, the panelists and about thirty young people were hosted and protected from the rain by the "American Reading Room".
