The public company "Morsko dobro" set a definite precedent by submitting reports to the Directorate for Inspection Affairs in Podgorica against two restaurateurs "Astoria" and tavern "Stari grad" due to the usurpation of Ričarodva glava beach, catering terraces.
The precedent was set because both bars are owned by businessmen close to DPS leader and Prime Minister Milo Đukanović.
"Astoria", run by the company "Nemesis", is owned by the well-known businessman Dragan Perović, while the tavern "Stari grad" is run at Branko Banja Vujošević.
Perović, who built the hotel "Astoria" in the Old Town, in addition to the terrace along the walls of the Old Town, also got a part of the beach for lease, as well as permission to set up a restaurant terrace on the sand. Tavern "Stari grad" had a terrace on the beach all previous years, one of the most visited.
Although those terraces reached the sea with chairs during the summer months, "Morsko dobro" did not "practice" to write reports to the owners for usurpation.
The controllers of that company only found out last week that the "Astoria" restaurant terraces and "Stari grad" taverns exceeded their dimensions, that is, that the owners do not even have permission to set them up.
"A tour of the maritime heritage zone in the area of the municipality of Budva, at the Ričardova glava location, revealed that the users of the swimming areas marked with numbers 4C and 4B in the area of the bathing area - the beach, installed terraces of catering facilities in a manner contrary to the Plan of temporary facilities in the marine heritage zone in the municipality Budva for the period 2013-2015. years. By visiting the bathing area marked with number 4C, it was established that a catering terrace with an area of about 400 square meters has been installed on the upper part of the beach. Plan of facilities of a temporary nature in the marine property zone in the municipality of Budva for the period 2013-2015. year at location number 4C, it is not planned to set up the terrace in question on the beach", the application states.

In the second report submitted to the Directorate for Inspection Affairs, it is written that a tour of the bathing area marked with number 4B revealed that a catering terrace of approx. 350 square meters has been installed on the upper part of the beach.
"Plan of temporary facilities in the zone of maritime property in the municipality of Budva for the period 2013-2015. year on location 4B, it is not planned to install a terrace of about 350 square meters, but a terrace of about 150 square meters marked with number 4.4", the application states.
