The initiative of MANS to consider the problematic decisions of the Agency for the Protection of Personal Data to remove registration numbers from the register of the Real Estate Administration was presented yesterday to the members of the parliamentary committee for anti-corruption. On whether they accept the request of that NGO to hold a consultative hearing of the Minister of Finance Radoje Žugić and the head of the Agency, Tax and Real Estate Administration, the members of the board will declare themselves at tomorrow's session.
At yesterday's meeting of the Committee, presided over by Predrag Bulatović (DF), Mićo Orlandić (SDP) said that the problem is not the availability of data, but the application of the law, and suggested that the Committee ask the Agency which provisions are in dispute.
Orlandić said that since the law on land surveying and cadastre has been in place, that data has been public and he does not see what would be a problem. He also said that due to the availability of registration numbers, numerous errors in the database were corrected based on the initiatives of the parties. Board member Andrija Mandić (DF) supports the initiative of MANS, judging that only talking about this topic is not enough.
"Based on the Agency's decision, it is now not possible to determine with certainty who is the owner of a certain property, and the people should know who the winners of the transition are," Mandić emphasized.
He asked why a capitalist in Montenegro would hide his wealth if he acquired it honestly and asserted that laws cover those who would have to explain how they got rich. He believes that this restricts the rights of everyone who fights against corruption and crime.
Committee member Milutin Simović (DPS) said that this topic was used for a political story. As he said, he is more concerned that the board does not turn into completing homework from some addresses. He also does not like the fact that 50 percent of the items on the agenda are dedicated to MANS initiatives. Bulatović's answer was that he would run for every initiative, and that it was up to the deputies how they would decide on it.
The Personal Data Protection Agency also prohibited the Commission for Conflict of Interest from publishing the names of public officials against whom misdemeanor proceedings were initiated, because they did not declare assets or entered false information.
At the session, it was agreed that the parliamentary committees for anti-corruption and the political system will hold a joint control hearing on the topic of ensuring the independence of the Council for Misdemeanors and judges of regional authorities for misdemeanors, in the part that refers to the appointment and dismissal of judges.
Clash of musicians in front of deputies
Yesterday, the board decided to send an urgent request to the ministries of justice, economy, finance and internal affairs to provide information regarding the complaint submitted to the board by 12 members of the Association of Composers of Montenegro.
Bulatović reminded that the Association submitted a complaint in March, and that the relevant ministries have not yet responded to the Board's request.
He said that the MUP, when asked to answer the question about the "possibility of falsifying the seal of the Association of Composers of Montenegro", announced that it had sent everything to the police for verification. Members of that association have been protesting for years about the way PAM, which protects the rights of music authors, distributes money to Montenegrin musicians.
