The company "Explorer" from Kolašin, behind which Luka Bulatović stands, is the tenant of a newly built restaurant on the shore of the Black Lake.
Bulatović was the only bidder who accepted all the conditions from the public invitation issued by the Ministry of Sustainable Development and Tourism (MORT) in mid-May. This implied an annual amount of rent not less than 49.726,00 euros, profit sharing in a ratio of not less than 40 to 60 in favor of the lessee. His offer was accepted by the tender commission on June 14, and the contract will be signed in the following days, after which Bulatović will formally take over the exclusive facility.
The tender includes an investment program and a business plan, according to which Bulatović has undertaken to fulfill investment obligations within one year after signing the contract. The Ministry of Tourism will define what kind of investments we are talking about, and unofficially we are talking about investments worth 1,3 million euros in the construction of a complex of eco-houses around restaurants, bridges and terraces.
The restaurant on Black Lake was built on the foundations of the previous one, which burned down at the end of 2010. The construction of the new building, with an area of 353 square meters on a cadastral plot with a total area of 14.088 square meters, began in the spring of 2011 and lasted until this spring.
In the spring of 2015, the former director of JP "National Parks of Montenegro", Azra Vuković, said that there were administrative errors in the company during construction.
"According to the basic project, the investment is worth 230.000 euros. The works were extended because of administrative errors in the public company. Everything was reactivated, the previous contract expired, an annex to the contract had to be drawn up. But also to call for a tender for the second phase, worth an additional 300.000 euros, which implies fulfilling the environmental characteristics of the investment, which was not the case in the first phase", Azra Vuković said at the session of the socio-economic forum of NP "Durmitor".
