The problem of homelessness is complex and its solution requires the involvement of all competent institutions, from the local and state level, said Minister of Labor and Social Welfare Predrag Bošković.

At a meeting with the executive director of Human Rights Action (HRA), Teo Gorjanc-Prelević, he said that the problem of the homeless should not be ignored, and that it is necessary to strive for long-term solutions.

"At the meeting, it was agreed that in order to overcome the problem, until the final norms are defined within the Proposal of the Law on Social and Child Protection, a model of a transitional solution should be found, which would be adequate for housing the homeless," the announcement states.

"The proposal (of the Social and Child Protection Act) prescribes accommodation services, among which is a shelter as a form of accommodation, as well as who are the possible founders of such forms of accommodation"

Bošković clarified that the Draft Law on Social and Child Protection, which is in the parliamentary procedure, also protects the category of homeless people.

"Accommodation services are prescribed by the proposal, among which is a form of accommodation and a shelter, as well as who are the possible founders of such forms of accommodation", the announcement states.

Bošković said that according to the current Law on Social and Child Protection, he recognizes the homeless as a person in a state of social need.

He added that protection, in accordance with that act, can be achieved through the competent center for social work rights from social protection.

"This refers to the material security of the family, care and assistance of another person, placement in a social welfare institution or in another family, one-time assistance and health care," said Bošković.

The Ministry of Labor and Social Welfare today agreed to extend the cooperation agreement with HRA on the project Monitoring respect for human rights in closed institutions in Montenegro.
