Although she passed 21 years since the nine-month siege of Dubrovnik, in Montenegro, not a single final judgment has yet been passed due to the committed criminal acts, the Action for Human Rights (HRA) announced yesterday.
The non-governmental organization reminds that on October 1, 1992, the siege of Dubrovnik began and was carried out by the Yugoslav People's Army (JNA), which, as it says, consisted mostly of soldiers and volunteers from Montenegro, including members of the Ministry of Internal Affairs of the Republic of Montenegro. .
"We inform the public that we have been informed by the Supreme State Prosecutor's Office that, in connection with the events on the Dubrovnik battlefield, a case has been formed regarding a criminal report filed against unknown persons, members of the JNA reserve unit from Montenegro, for a war crime committed against the civilian population, i.e. the murder of a civilian in the village of Zvekovica near the Dubrovnik airport," added the text signed by HRA director Tea Gorjanc-Prelević.
The Montenegrin authorities have accepted responsibility for the damage caused by the organized robbery in which Montenegrin citizens participated on the territory of Croatia, and it was proven before the Hague Tribunal that members of the JNA deliberately targeted the Old Town even though they knew that the civilian population lived there.
They explain that, according to the judgment of the Hague Tribunal, Pavle Strugar, the former general of the JNA and the commander-in-chief in the attack on Dubrovnik, was found guilty and sentenced to seven and a half years in prison based on the criminal responsibility of his superior for violating the rules and customs of war, that the proven death of two civilians during the attack, and that according to other sources, including the United Nations report, over 80 civilians were killed in the wider area of Dubrovnik, while hundreds of civilians were wounded.
In addition, according to the HRA, the Montenegrin authorities also accepted responsibility for the damage caused by organized robbery in which Montenegrin citizens participated in the territory of the Republic of Croatia, and it was proven before the Hague Tribunal that members of the JNA deliberately targeted the Old Town, even though they knew that it was in civilian population lives.
"It is high time for the Supreme State Prosecutor's Office to prosecute the persons responsible for war crimes on the Dubrovnik battlefield.
"Such responsible action by the prosecution would mean a path to justice for the victims, make a strong contribution to the improvement of neighboring relations between Montenegro and Croatia, and confirm the rule of law in Montenegro," the announcement reads.
