Citizens in Ulica Blažena Ozana reach their homes on a narrow unlit road, full of potholes, the elevator in the building does not work, and the issue of sewage has not been resolved either.

The president of the assembly of tenants of entrances eight and nine, Kristina Mihailović, said that they do not have an access road, nor will they have one in the foreseeable future, although the building with a beautiful exterior, on Zabjelo, was moved into three years ago.

"This is what was explained to us by the Construction Agency. The contractor paid all the utilities a long time ago, and they don't even dispute it, but justify themselves with the alleged expropriation that they didn't even start. Until recently, the explanation was that they didn't even have a report on the construction of the driveway, but now they say that they have done it, and that now everything is up to the Property Administration, which should carry out the expropriation," Mihailović told "Vijesti".

The Agency for Construction and Development of Podgorica did not answer the questions of "Vijesti" for the past two days.

The owners of the land do not know how the study is progressing and when the expropriation will take place.

"We don't see how we tenants can solve the problem," said Jugoslav Palibrk, manager of entrances eight and nine.

How was the building occupied?

They claim that it is worst in winter, when the street is practically flooded.

Palibrk said that most of the tenants bought apartments within the "1000+" project, which was partly financed by the Government and the rest by the Council of Europe.

He believes that it is unclear how the building could even be occupied, given that it has no access road, utilities and lighting.

Since they don't have a road, they don't even have public lighting, and at the beginning of June they were left without a temporary one installed by the investor

"When we entered that project for which we had guarantees from the Government, we expected security, and in the end we got a half-project and we are struggling to make ends meet. I don't know whose fault it is, the contractor, the municipality or the control services," Palibrk said.

Since they don't have a road, they don't even have public lighting, and at the beginning of June they were left without a temporary one installed by the investor.

They say that the lighting was turned off by EPCG because the investor did not pay the bills.

"The building is now in total darkness, and we manage to get to it through a desolate, narrow street, full of potholes, which is at least slightly illuminated by the spotlights of Center '1. June'", explained Mihailović.

Since the building was occupied, the elevator has only been working for a few days. The tenants say that it was turned off by the company that installed it, also because of the debt they claim from the investor.

"That debt is quite large and we simply don't know what to do and how to finally get the elevators, which for some of us were crucial in buying an apartment, since it was explained to us that they would work. We sent a request to 'Lipa' to ask when the elevators will be operational and which company did the installation, but they didn't want to tell us even that," claims Mihailović.

They would get the verdict, but not the money

Due to the debt of Lipa, which is in bankruptcy, the citizens of 160 apartments practically cannot use the elevators since moving in, even though, they claim, they have paid everything properly.

They are considering suing those responsible in Lipa.

Lawyer Aleksandra Vukoslavčević believes that the verdict would certainly be in their favor, but "the problem would arise with execution".

"The debt of this company..., as of July 31, 2012, amounts to EUR 4.906.006,64, and the account has been blocked for 965 days," explained Vukoslavčević.
