At today's session, the Board of the Energy Regulatory Agency (RAE) rejected most of the objections submitted by the representatives of Elektoprivreda Montenegro, i.e. its functional units Supply and Distribution.
The RAE will announce the final amounts of regulatory allowed income at a special session on Friday.
The committee considered the reports on the analysis of the documentation according to the EPCG request for the approval of the regulatory allowed income and prices for the Distribution System Operator (DSO) and the Public Supplier (JS) for the next three-year period.
As it was announced, the determined allowed revenues will be sent to the EPCG next week, which will convert them into price tables, after which the RAE will make it official by July 15 at the latest.
The new electricity prices, depending on the final decision on Friday, should be valid from August 1, while the next date for price adjustment would be January 1 of the following year.
Yesterday, RAE did not accept the remarks related to FC Distribucija regarding the cost of wages and other personal incomes, but also depreciation and return on funds, which angered the representatives of EPCG, who claimed that they had submitted all the documentation to prove the proposed income.
Controversy was also caused by RAE's decision not to include the salary costs of Elektrogradnja, because representatives of EPCG believe that the regulator unfairly reduced the income for paying the salaries of 271 workers who transferred from that unit to the Directorate, without increasing the amount for that part of EPCG.
The RAE representatives assessed that the EPCG documentation was not clear, because the transfer of workers was not specifically stated, and that a strictly applied methodology was applied when deciding on it.
Director of the EPCG Directorate for Tariffs and Relations with State Institutions Sreten Gojković believes that RAE acted unprincipled in that case.
He claims that they clearly indicated in the documentation that the majority of the workers were "reassigned" to the company's management, and reiterated that RAE's expert services failed in that part of the decision.
The decrease in income based on depreciation also caused a debate, because RAE Director Novak Medenica assessed that the request for increasing the cost of the Directorate was not sufficiently and thoroughly explained and that it would not lead to the desired increase in business efficiency.
Gojković requested that all this be checked by an independent expert in order to clarify the situation.
